St. Louis Globe-Democrat. SLANDER AND Vl'LUAKITV. A prominent Lincoln pastor deliv ered last Sunday a sermo.i on "yel'ow journalism," feeling himself agrieved by a write up that occurred in a loc il paper, says the Beatrice Express. One reading tho reverend gentleman's rather excited remarks would suppose that the newspapers of Nebraska had sunk to the lowest level of- depravity and were devoid of all decency and moral character; but this is very far from the truth. No state in tho union is so free from disreputable newspap ers; the Nebraska journals that deal in slander and vulgarity may bo counted upon the fingers of one hand, and have lingers to spare; and the clergyman makes himself ridiculous who raises his hands to heaven and deplores the wickedness of the public press. At divers times in the past ef forts have been made by irresponsible parties to conduct sensational news papers, such as Vanity Fair, estab lished at Lincoln some years ago; but all such misbegotten papers have failed ignominiously, and tho editors of them have always been regarded with contempt by the respectable journalists of the stato. It is utter foolishness to say that newspapers should not chronicle the news of the day because the news may be of a sen sational character; it is the business of a newspaper to chronicle the news, and yellow journals are those which manufacture news, not those which merely give the true narrative. There are people who would have newspapers miracles of namby-pamoyism, but they are people who have never had ex perience, and who view journalism from an impractical standpoint. The sermon by the Lincoln clergyman was more bitter and sensational than any thing1 that has occurred in Nebraska in many a day. CHINESE BIMETALLISM. China is struggling with a bimetal lic problem, different in terms from that which puzzles the civilized world, but one for which it seems to be equally difficult to find a satisfactory solution. In her case, 6ilver is, indeed, a factor, but not on account of its relation to gold. Copper is the metal making the trouble, and it looks as though it must either drive out silver or bo driven out by it. Gold is not coined by the Chinese government, and silver only to a limited amount. The unit of value is a certain weight of silver called a tael, worth about 75 cents, and though Mexican and other silver dollars circulate, they pass only for what they are worth as bullion. Cop j wir alloyed with zinois, however, coined by tho government into what are called cash, at tho into of 1,000 to the tael. Owing to tho fall in silver and the rise in copper, tho metal required for 1,000 cm h routs 1. '.i'yl taols and threatens to cost Htill more. Consequently, the holders of cash are hoarding them or melting them down to sell n metal, so that they are gradually disappearing from circulation. Undoubtedly a reined j' will bo found for tho evil, but it will necessarily in volve the abandonment of tho coinage of copper at a fixed ratio to the tael Tho maintenance of two standards of valuo is as impossible when ono is sil ver and the other coppor,as when one is silver and the other gold. General Maximo Gomez, the former commander In chief of the Cuban army, will issue his fare well manifesto today. In substance it will say: The mission I have hern entrusted with is nearly concluded. I have at tempted to lind a solution of ques tions concerning the army which I commanded during the bloodiest war known in America. I am now leav ing, regretfully, to attend to necessary private business. A parting' word to the people for whom I have sacrificed h:rty years oi" my life and to my friends in the army just disbanded, which action should have been taken intantiy after the removal of the bloody weight of Spain's merciless regime. We armed ourselvcK, and now we no longer want soldiers, but men for the maintenance of peace and order, which aro the ba sis of Cuba's future welfare. It is necessary to understand that the nation in th's epoch, moat dim cult and unequuled in history, should avail itseif of tho opportunity to show it possesses virtues in spite of the vires caused by colonial government and the harshness of warlike lire. We wanted and depended upon foreign in tervention to terminate the war. This occurred at the most terrible moment of our contest and icsuiied in Spain's defeat, lint none of us thought this extraordinary event would be follow ed by military occupat lea of the countiy by our allies, who rate us as a people incapable ot ac-iiiy for our selves and who have .educed us to obedience, to submission ami to the tutelage imposed by force of circum stances. This canout be our ultimate end aft er the years of struggle, and we should aid by every pacific method in finish ing the work of organizing, which the Americans accepted in the protocol, and which is as uia, eeable for them a.s for ourselves. '1 is am will prove the islanders. Theietore, it is neces sary to forget past disagreements to completely unite all elements and to organize a political paity which is needed in any country. It is always said that countries have the government which they mer it, and Cuba will have that which her heroism entitled her to. Today she can only have one party in Cuba with one object that of obtaining the aspira tion of years. We must devote out- selves to pacific labors; gain the res pect of the world ana show that though our war was honorable, our peace must be more so. We must make useless by our be havior the presence of a strange pow er in the island and must assist the Americans to complete the honorable mission they have been compelled to assume by force of circumstances. This work was not sought by tnose rich northerners, owners ot a con tinent. I think doubts Jid suspicions are unjust. We must form immedi ately a committee or a club to be a nu cleus of government. This will serve Cuban interests purely and act as an aide to the intervenors. I, as one of the first Cubans, al though one of "our last old solurers, and not far from the grave, without passions or ambitions, call on you with the sincerity of a father and urge a cessation of the superfluous iiscussions and the creation of parties Df all kinds which disturb the coun try and tend to cause anarchy. In this country tnere should not be one man whom we consider a strang er. Today we no longer hate auton omists or conservatives, but only Cu bans. My mission having ended, I will absent myself temporarily to embrace. my family, but I will return shortly to Cuba, which I love as much as my own land. My last words for my soldiers are that, as always, where my tent is the Cubans have a friend. Kiffht with Train Rolibrn. CEYENNE, Wyo., June 7 (Special to the Bee.) The minister of foreign affairs, Baron von Buelow, in the relchstag today made a statement on the subject of the German-Spanish treaty for the cession of the Caroline, Lad rone and Pelew islands. He said that in order to round off the German possessions in the Pacific and in view of German commercial interests which had long existed in the Caroline isl ands, "we considered it our duty to take care of this group, so that in the event of a change in the ownership it should not be lost to Germany." The minister then read the text of the agreement, which was concluded February 12, 1899: 1. Spain cedes the Carolines, Pelews and Ladrone islands, except the island of Guam, in consideration of a com pensation of 25,000,000 pesetas. 2. Germany coucedes the Spanish trade and agricultural enterprises in those islands the same treatment and facilities as conceded to German trade and concedes to the Spanish religious orders, in the islands the same rights as the German orders. 3. Spain will establish naval, mer cantile and coaling stations in the Carolines, Pelews and Ladrones and will be allowed to retain them in case of war. 4. This agreement is to be submitted for the constitutional sanction of the to countries, and is to be ratified as soon as the sanction is given. Continuing, Baron von Buelo said: "An understanding has also been ar rived at with Spain regarding the mu tual granting of conventional traffic, such as correspond with the wishes of Germany, as well as Spanish trade. So soon as the Cortes sanctions the sale of the islands we will immediately submit the necessary bills to the reichstag, which will have the oppor tunity of a thorough and practical examination of the matter.
