The surprise of the meeting, how
ever, was a request that the dispute
should be referred to arbitration, as
the scope of the protocol and its le
gality demand that the United States
should consider the sovereignty ques

mitted with the protestation that it
was made simply because the great
desire of Spain is to bring negotia
tions to an amis able issue also point
ed out that the United States has al
ways been foremost in championing
arbitration; consequently Sptin makes
the request with all the more confi
