announcod neutrality in the difliculty
with Spain.
The Spanish fleet sailed fiom Cape
Verdo islands at 8:25 this morning in
a southerly direction.
London, Auril 2'J. The latest cable
says that part of the Capo Verde fleet

New York, April 20. The steamship
Havel reports sighting- a Spanish fleet
olT the Azores, steaming' north.
Chicago, III., April 29. A special
to the Chronicle from Washington
say.-: When McKin:ey o: ders the

This is made evident, and is as good
as ollicial 13' confirmed by a proclama
tion that is about to ba issued to Gen
eral Gomez and the insurgent arm;
over the signature of Gonzales do

themselves under the stars and stripes
as soon as the American colors shall
be raised upon Cuban soil, and to have
absolute confidence in the fair inten
tions of President McKinley and his
administration. The resolutions adop
ted by congress, translated into Span
ish, form part of the document. .
The development that a proclama
tion is about to be published to the in
surgents explains what has until now
been a mystery. It shows the way in
which General Miles proposes to
iet General Gomez and his army of lib
eration co-operate with him.
NEBRASKA TKOOFS.
The war department announces that
Nebraska will be expected to furnish
two regiments of twelve companys
each. The maximum number of men
including officers allowed for each
company is eighty-four. The minimum
number is eighty.
Tho war department notifies Gov
ernor Holcomb that tbe troops will be
mustered in at Omaha.
WEDNESDAY.
Major Sanco, the new inspector
general of the department of the Mis
souri, expresses the opinion that the
Nebraska troops will be mobilized at
Fort Crook about Wednesday of next
week.
WAK NOTES.
Twelve hundred surgeons have ap
plied at Washington for places in the
army.
Holt county has organizad a compa
ny of volunteers.
Snow fell to the depth of three inches
in New Jersey yesterday, and a storm
that did much injury to shipping is
reported.
The regular army is to be increased
to fi0,0(, which is more thandouble its
present strength.
Nebraska soldiers will be worse dis
gusted lhan ever if it be true, as rum
ored, that they will have to do garri
son duty at F..rts Iiibinson and Nio
brara. There is great dissatisfaction in
every state because so few who are
anxious to go to the front can do so. Il
linois alone claim she could furnish
the entire quota of 125,000 men called
f r by the president. This is a great
big country as Spain wil find out to
her sorrow.
Glorious 'Tap" Thomas, the "Rock
of Chicamauga," was made a maj )r of
regulars in 1861. Four years later he
was one of the greatest ai my com
manders in the field.
General John F. Reynolds, who died
at the head of the First Army Corns,
which ojened the b .ttle of Gettysburg
was a captain when Sumpter was fired
upon.
A Cuban war correspondent finds
time to tell about a Spanish girl in
Havana whose "'eyes rest upon and
follow you large, dark and beaming,
half-veiled with long lids and lashes."

A slim, pale-faced dry goods clerk in
Boston, with no military experience in
1S0T, was a major general in 1S65, and
he ia now a major general of regulars,
at the head of the American army.

I.ieciises Granted.
The city council met last night in
idjourncd session for the granting of
liquor licenses. By a unanimous vote
licenses were granted to all live of the
saloons and Goring & Co., Fricke &
Co., and Smith &, Parmele granted
druggist permits. It was decided to
require those taking out saloon lic
enses to pay $(525 down when the lic
enses were issued, and and they would
be given time on the balance by giving
the city bankable notes for $125 paya
ble on the first of August, November
and February, 1S99, unless the parties
taking out the licenses were disposed
to nay all down.
After granting the licenses there
was quite a squabble as to what the
motion at the last regular meeting
was as to whether adjournment was
taken for the purpose of granting lic
ences only. It was finally concluded
that the license matter was all the
business to be transacted, and adjourn
ment was taken to next regular meet
ing.
Some of the members wereevidently
a little shy on the police matter, which
accounted for the desire to adjourn
without doing any further business.
The police matter, therefore, stands
as it stood for the past two years.
Gone to 1'ort Crook.
Hugh Fitzgerald, a soldier from
Fort Crook, was in the city over night.
He told the boys who have been dril
ling here with the volunteers that if
they wanted to get into the service
right away they should go to Fort
Crook and they would stand a much
better chance to enlist. A party of
them left for that place this forenoon
on the Missouri Pacific. The party
consisted of
