Washington, I). C, April 22.
Tho monitors Terror arjd l'uritan,
cruisers Marblehead and Detroit,
gunboat Helena, dispatch boat Dol
phin, torpedo boats Ericcson and
Cubbing wore detached from tho fleet
at Sand Key. The main fleet con
tinued to Havana. The Terror and
Detroit will remain here to guard
Key West d patrol these waters.
Others will put to sea 6hortly, prob
ably blockading Matanzas.
A proclamation will be issued today,
notifying the world that the United
Stites is blockading Havana. After
this, ail es.-els trying to enter are
liable to seizure.
A member of the house naval com
mittee says Captain Sampson's 01 ders
e to inaugurate the blockade t f
Havana at 1 o'clrek this afternoon.
The news is received here from Key
West of tho capture today by the
north Atlantic t-quadron in Cuban
waters of two Spanish merchantmen
which are held trophies of war.
The U. S. cruiser Nashville has cap
tured the Spanish ship Buen a Ventura
of 1,C(K tons, having on board a cargo
of lumber. She was on her way from
Texas. The cruiser fired a six-pounder
and the Spaniard surrendered.

giving notice to tne world of hostili
ties existing. It also gives notice to
Spaniards in this country to leave
with their goods. It may be promul
gated today.
The vo'untcer army bill will today
tigned by the president and become a
law. The war depai tmeot says 80,000
of the state troops will, with the reg
ular army, be sent to Cuba, and the
retraining 20,000, be used for coast de
fence.
Says I.' J Blackmail.
We are in possession of a letter
today from J. E. Douglas, the Weep
ing Water lawyer, who is attorney for
Klepser. He says the rape case is a
blackmailing affair, and is not true.
County Attorney Graves informs us
that Klepser was arrested on com
plaint of Mrs. Henrj, A. N. Russell,
appearing as her attorney, and that
the case was set for hearing next Mon
day. He says enquiry was made of
him if ho endorsed the prosecution
and he stated that ho did not, and as
he had not been consulted about the
matter he-would see that no costs
were paid by the county as he was
ready to prosecute county cases him
self where the facts made it necessary.
The matter seems to be in a tangle
and the chances are it will be dis
missed. Klepser is of such high
standing that the proof would have to
be conclusive.

The W. C. T. U. held a special
temple meeting," Tuesday after
noon, ine meeting was in aid oi tne
new W. C. T. U. temple now in course
of construction in Chicago. There
was a large attendance, the meeting
was very interesting and quite a neat
sum was raised to aid in building and
equipping the temple. By raising
$100 the Union of this citv can have a
tablet placed in the grand new
temple with an insciiption thereon.
One lady pledged $50 to be contri
buted whenever the society raises
$-50 and a Piattsmouth ttb'.et will
thus ba placed in the temple in honor
of the Union and the city In which il
is located. It is a laudable move and

1 ho following letter appeared in
tho Beo of April 21:
Wai'.ASH, Neb., April 18. To tho
editor of the Bee: la your paper of
today you say there is dissatisfaction
in tho pooulist party. Allow me to
say there is. Two years airo, bein-jr a
life-lonff republican. I became dis
satisfied with the rule of certain re
publican boodlers and supported Siias
A. Holcoinb. Lastyour I did the i-arce
and tho result was last fall W. II.
Bearing of this county was elected
state senator, pledtiiiiir himself to
support the Mutual Insurance com
pany. But he did not, saying it was
not a good measure. We all denounced
him for it.
Quito a number of us had insured
in the company, of which Governor
Holcoinb is president. Last weok we
received a lelt -r telling us of an as
sessment (d lo i;er cent. Being in
Lincoln, I called on the compmy ai.d
asked for information as a stockholder
and thinking it no harm to got posted,
but from the start, I was given to un
derstand it was none of anyone's busi
ness, but theirs, hew things were run.
They also told tne I must have been
interviewed by tho old line insurance
companies, remarking that De irinjr
had sold tho Mutuals out to tho old
line company. I asked how it was
that they were all feeding from the
same crib, Holcomb being president
of tho company. The company say
ing Deariug was a rascal, and Gov
ernor Holcomb appointing Bearing
superintendent at Norfold at a salary
of $1,800 a year and his family kept.
The result of the last year of Gov
ernor Holcomb's administration has
lost him the friends he had in the
western part of Cass county. When
such men as George Towle, McCaig
brothers, Ed JJoos, Jim Clark, John
Connolly well, in fact, all such lead
ing men here will never support Hol
comb again. He has betrayed the
independent republicans and demo
crats of Western Cass county and the
mutterintrs are loud and deep and if
he should ever aspire to ollice again,
he will be buried. llespectfuUy,

Au Address to the Public.
In view of the fact that a question
has been raised as to the propriety of
the Cass County Agricultural Society
holding its annual fair this fall, it be
ing thought that the Trans-Mississippi
exposition should take the place of it
in the attention of the public, and in
view of the further fact, that the
society at its annual meeting unani
mously decided to hold the fair as
usual, it is deemed due the public by
the officers that some explanation
should be made.
As has been a well known fact the
society has for many years been heavy
in debt, but this indebtedness within
the past two years has been reduced
from about $2,500 to a little upwards
of $1,100. The society is also in debt
for a littlo upwards of $200 in the
matter of premiums. The matter of
holding a fair this year was thorough
ly talked over, and .the interests of
both the society and tho public con
sidered. Not to hold a fair would set
the society back again in the matter
of meeting its indebtedness and also
would have been an injustice to the
parties holding claims for premiums
against tho society. By holding a
fair this fall the society will be able
to largely reduce the remaining in
debtedness and pay its premiums.
The time of all the officers and direc
tors of the society has always been
given without compensation, except
that of the secretary, the compensa
tion of which officer is much below
the actual value of the services ren
dered. The idea has been suggested by
some that the day has about passed
for agricultural societies, and that
they should be abandoned, There
would probably be no great conten
tion on this point after the society
has adjusted its liabilities. Arrange
ments have been made to run the fair
this year on a fair and ec mimic il
way. The secretary, in iho matter of
soliciting advertisements fo. the
premium list, has been instructed to
reduce the rates atout one half. The
Cass County Agricultural Society is a
creature of the statute, and as well of
the public, and when its debts are
paid and its usefulness ceases, il miy,
with propriety be abandoned, but
until that time arrives, the societj
shall expect the aid of the public, just
the same as in the past. The secre
tary is actively at work with the
usual preparations ana may he ex
pected, in connection with the other
officers of the society, to do all that is
required to make th-3 fair thi- coming
fall a success.

Klctric Bittern.
Electric Bitters is a medicine suited
for any season, but perhaps more gen
erally needed when the languid, ex
hausted feeling prevails, when the
liver is torpid and sluggish and the
need of a tonic and alterative is felt.
A prompt use of this medicine has
often abated long and perhaps fatal
bilious fevers. No medicine will act
