in fact, to take off any tariffs. It
gives him power to reimpose duties
on a very few articles, off which
congress has taken the duties, if the
countries from which these articles
are imported decline to take duties
off American exports to those coun
tries. This is reciprocity. It is a
very simple, easily-comprehended
