His discussion of the tarilf and silver legislation is partioul irly important as it outline the re publican policy upon those live Is tuea of the day. We herewith pre Hunt his views upon the tariff law enacted by the previous congress: ITS EFFECT ON TUB I'KOSl'E KIT Y OF THE I'EOI LK. The general interest in the opera tions' of the treasury department has been much augmented during the last year by reason of the con flicting predictions which accom panied and followed the tariff and other legislation 'tof the .la.it con gress affecting the revenue as to the results of this legislation upon the treasury and upon the country. On the one hand it was contented that imports would ko fall off as to leave the treasury bankrupt and that the prices of articles entering into the living of the people would be no enhanced an to disastrously affect their comfort and happiness, while on the other it was argued that the loss to the revenue, largely the result of placing Htigar on the free list, would be a direct gain to the people; that the prices of the necessaries of life, including those most highly protected, would not be enhance 1; that labor would have a larger market and the products of the farm advaiued prices, while the treasury surplus and receipts would be adequate to meet the ap propriations, including the large exceptional expenditures for the refund to the state of the direct tax, and the redemption of the 4' per cent bonds. It is not my purpose to enter at any length into a discussion of the effects of the legislation to which I have referred, but a brief examina tion of the statistics of the treasury and a general glance ut the Rtatc of business the country, will, I think, satisfy any impartial inquirer, thut its results have DISAPI'OIXThriTIlK EVILI'KOrilECTKS of its opponents, and in n large pleasure realised the hopeful pre dictions of its friends. Ka rely, if ever before in the history of the country, has there been a time when the proceeds of one day's labor or the product of some farmed criij) could purchase fttch a j large amount of things that enter j into the living of the tn.it-n'S of the , people. I believe that a full test will develop the tact that the tariff act of ihe Fifty-first congress is very favorable in its average effect upon the pries of articles entering into common use l!l'ik-i AXI SXl'OKT. During the twelve i.'oiiths from October 1, H'.lO, to September ), H'.'l, the total value of our fi.eign commerce (impuils niel tAfs.rts comliinedi was $ l,717,v'X,lij, w was the largest of any year in the history of the I'niled Stal'-s. The larger in any previous year was in l!J0, when our commerce amounted UiW.n.V.W.r.'.. and the l.i-t year ex ceeds this enormous aggregate by over $ 1 00,' !,. It i interesting and tn simie will be surprising to know th it during the year ending .September IKi, lV.M, our imports of merchandise amounted to $"C1,7I.V 270, which was an increase of more than $ll,UXVyiD over the value of the imports of the corresponding month of the preceding ) car, when the imports of merchandise were unusually large in antic pation of the tariff legislation then pending. The average annual value of the imports of ,iierchnndis:e for the ten years frjui 1HH1 to 1S!)0 was W.r2,Wn,. 522, and (luring the year ending September JH, l-S'.tl, this annual average was exceeded by $l;rj,"2S, 4'K The value of the imports during the twelve mouths ending Septem. ber :VX lil, was $l!W.:,:r-'7, more than the value of free imports dur ing the corresponding twelve 7i".Ki, which is a larger percentage of free imports than during any prior fiscal year in the history of the government If we turn to ex ports of merchandise, the statistics are full of gratification. The whole of such exports of merchandise for the twelve niontln ending Septem ber 30, im, was $'J2:t,0lM,i:W, while for the corresponding previous twelve months it was J-W, 177,11.1, nil increa-e of 52,014,021, w hich is nearly three time the average an nual increase of exports of merchandise during any year Tin the history of the government. The increase in the value of exports of agricultural products during the year referred to over correspond ing twelve months of the prior years, was ?i.7,Mtl.l'J7, while the in crease in the value of exports of manufactured products was $10,. There is certainly nothing in the condition of trade, foreign or do mestic; there is certainly nothing in the condition of our people of any class to suggest that the exist ing tariff nni revenue legislation bears oppressively upon the people or retar Js the commercial develop ment of the nation. It may be argued that our condition woiild.be better if our tariff legislation were upon a free: trade basis, but it can not be denied that all the condi tions of prosperity and of general contentment are present in a largi r degree than ever before in our his tory, and that, too, just when it was prophecied they would be in the worst state. Agitation for radical changes in tariff and financial legislation cannot help, fnit niay seriously impede bt:ninrs, to the prosperity of which some degree of stability in legislation is essential. 1 think there are conclusive evi dences that the new tariff has cre ated several great industries which will within a few years give em ployment to several hundrd thous and American working-men and women.
