It has reduced the nero vote by about 90,000 throughout the State, and has left but otic county with a nero majority. In Lowndes County, where there are five negroes to one white resident, the registration stands liOO whites to one iiejjro. To what further extent the negro vote may be reduced when the educational test is applied is conjectured; it may be guessed at at least 10.CJ0 more. The total vote of Mississippi at the last Presidential election was 113.S07; about 5.000 negroes who then voted henceforth will be eliminated from the list of factors, 10,000 more may be prevented by operation of the educational clause, which soon is to come into operation; it can not be supposed that less than 10.000 whites who hitherto have exercised the right of suiTerage will be dis franchised by the educational test, for Mississippi disputes with Louisiana the disgraceful title of the most ignorant State in the L'nion.
