One of William K. Vanderbilt's
greatest hobbies is the raising of
choice strains of poultry. He has
just given a contract for the erection
on his beautiful estate, at Oakdalc,

Mr. Blaine's Representative.
A Washington special to the Sun
announces that the Hon. John W.
Foster will act as the diplomatic
adviser of the President until Secre
tary of State Blaine is able to re
sume his official duties. Mr. Foster
is well fitted by experience for the
duties to which it is understood he
will be assigned at the recjuest of
Mr. Blaine. He is a native of India
na, is years of age, a graduate of
Harvard University, and a lawyer
by profession. He entered the
Union armj- during the late war as
a major and rose to the rank of
brigadier general. After the war
he edited a Republican paper at
Knoxville, Tenn., and was for a
while postmaster at that place. In
1873 he was sent as Minister to
Mexico ly President Grant, and was
reappointed by President Hayes in
18S0. In March of that year he was
transferred to Russia and held that
mission until 1881, when he re
signed to attend to private busi
ness. On his return to this coun
try Mr. Foster established himself
in practice in international cases in
Washington, acting as a council for
foreign legations, before court of
commission, in arbitrations' etc.
President Arthur appointed him
Minister to Spain, and he served
from Febuary, 1883, till March, 1885,
when he resigned and returned to
the United States, having negotia
ted an imyortant commercial treaty
with the Spanish Government.
This treaty elicited general discus
sion and was strongly opposed in
the Senate. That body failed to con
firm it, and it was afterward with
drawn by President Cleveland fo
