pected political offenders, who in Tur
key as in ail despotic countries are con
sidered among the gravest, are dealt
with in wavs that make the bastinado
leein a pleasant pastime.
During the panic in Constantinople on
the subject of an Armenian insurrection
liundreds of Armenians were arrested
and thrown into prison. It has been
OTienly charged that several of them died
under torrrres applied with a view of
ohtarmn evidence of a conspiracy that
had no existence. One man was laid in
