We find Cardinal Manning objecting
to oar school system as an invasion of
family rights. "The law of nature," he
asserts, "has invested parents with these
responsibilities" of teaching and training
children; "parents haye the right to con
trol the education of their children."
"What the Cardinal and his adherents are
really contending for is not the rights of
the family and of the parent, but the
moral right of the clergy to prescribe
to the parent and the fami.y
how much and what sort of instruction
the children shall receive. Elsewhere
his eminence teaches that the church
meaning the Roman hierarchy is the
authoritative guide of conscience in all
its relations, "not only of the child to the
parent, but of the parent to the child."
He teaches that God gave to St Peter and
his successors "the direction of families,
of households, of all the collective forms
of natural society;" that the supreme
Pontiff '-is father in all things, both
spiritual and temporal." Th priesthood
are to organize the schools, superintend
them, appoint the teachers, ( hoose the
text-books. It is notorious that all the
pressure that the laity will endure ha
been brought to bear upon them to moye
them to withdraw their children from the
public schools. Take one example. On
January 3rd, 1SS0, Bishop McClosky of
Louisville, Kentucky, issued a decree in
which it is Slid.
"Now it is our will and command that
where there is a Catb--lic school in the
patisb, parents and guardians in such
places should send their children or wards
who are nnder nine years of age, to such
Catholic school; and we hereby direct
that this obligation be enforced under the
pain of refusal of absolution in the sacra
ment of penance."
It is a thousand pities that a contest of
this nature should arise. W hat may be
termed the traditional and unintelligent

hostility to the Roman Catholic religion
has been passing away from the minds
of educated people in this country.
There has been a growing tendancy to
appreciate what the church of Rome has
done, and is doinsr. in behalf of our com-
mou Christianity and of all the interests
! of society which good men have at heart.
But if the battle for our free, secular
schools must come, it is a consolation to
refb-ct that the contest is one in which all
civilized natiom, Roman Catholic or
Protestant, have a share. Our allies are
in all enlightened lands. It is an addi
tional comfort to know that there is no
real danger of defeat. The only hope of
the adversary must lie in the desire of
politicians to catch yotes; and these will
oon learn, if they do not know by in
stinct, that in taking wrong ground on
this vital question they will lose vastly
more votes than they can hope to win.

been recalled in response to representa
tions made by the American Consul, and
his case is to be reheard. It is conceded
that his naturalization here exempts him
from the compulsory military service
which is the curse of his native land,
indifno other charge can be proved
iainst him, he is promised a speedy re
lease. The point is of great importance
to citizens of European birth, and the
tinal outcome of the case will be awaited

Republican Primaries and Con
vention. A delegate convention, of republicans
will be held in Rockwood hall, Satur
day evening, March 30, 180, at S
o'clock for the purpose of nominating
two members of the school board and
other business that may come before the
convention.
On a basis of one vote for every 15
! and major fraction thereof cast for presi-
; dential election. The different wards
are entitled to the following representa

Third ward 18 delegates.
Fourth ward 15 delegates.

The different ward primaries will be
at the following designated places on
Friday evening, March 29, at 7:30
o'clock:
First ward, council chamber.
Second ward, school house.
Third ward, Sullivan's office.
Fourth ward, Skinner & Ritchie's office
Fifth ward, school house.
At the above primaries one council
man will be nominated for each of the
