The United States, in iU determination to uphold the Monroe doctrine, will un doubtedly receiye less trouble from Eng land than from some of its big European neighbors. The colonizing fever has. to a great extent, died out in England. Comparatively speaking, the spirit of territorial expansion, so far as regards Grsat Rritain, is not manifested outside the African continent Here and there along the eastern coast of Asia or down in the South Pacific, it is true, an occa. ional spasmodic and sporadic evidence of this desire to appropriate the earth is displayed. The old colonizing impulse, however, which a century or two ago pUnted the British Aug and British in fluence in every clime under the sun, and encircled" the globe with cordons of Brit ish communities, has long since becon:e extinct. For years past English stal s nien have been convinced that the Briti.-h Empire is already so large as to be un wieldy, and that it wouli be a source of weakness rather than of strength lo England if that county' should becon e involved in war with a great niaritin e Power. These are some of the considerations which mtke the possibility of complica tions with England in the Venezuelan controversy exceedingly remote. Oue other influence, in cast-s like this, mut also, with England, always operate in the direction of peace, justice and fair dealinj. This is the power which the j ami. people of Great Britain exsreise in modi fying and shaping governmental policy. All the points in dispute between Eng land and Venezuela will soon be made public, and the world, including that part of it domiciled in the British islands, will be able to form an approximately correct judgment in the matter. If. as deems probable, the British pretensions are then shown to be unwarranted, the government will be obliged to recede from its position, and the disputed terri tory on the Orinoco will be surrendered to Venezuela. If, on the other hand, England's right in the premises is estab lished, it may hold the territory by a title gained before the Monroe doctrine was formulated, or at least ;by a patent which that declaration was not designed to invalidate. But in any event, the danger that some time in the future the United States will be compelled to resort to war to defend its rights and interests on the Amencan continent will undoubt edly come from Germany or France rather than from Great Britain. Nobody wants to see a repat ition of that unsavory business but a proper addition to their salaries is a matter which the members of the national legislature and voters in general may discuss to advantage.
