The official announcement states that the city is remarkably healthy, and that there has been no 3'ellow fever in the vicinity since 1879. Yiunjj. The K-otJsm of Criminals. The Illiteracy of criminals ia illustrated by Dr. Scouller, of the Illinois Reform tcbool, thus: "While tho state of Illinois has less than C per cent, unablo to read and write, the commitments to tho Reform school show nearly 25 per cent, unable to read and 70 per cent, unable to write." "What is your nationalityr we asked of a young man nearly six feet high. "Don't know." "Are you an American I" "KhT "Were you born in Amerlcar ".No, I was born in Shelby ville, I1L" The criminul U, above all, selfish and egotistical. He knows it alL He is incapablo of being taught. Smartness is his curse. He is ever ready to sneer at others. Brasfgiuj is his unconquerable propensity. Ho commits crime because he is proud of it. Which suggests that the habit of ignorant egotism in parents tends to breed in children a criminal conceit and tendency to do what ever will make them notorious. Globe-Democrat. Courtesy of Russian Officers. When 1 left Moscow at noon wo were told that the train would stop for dinner within an hour or two, but it did not, and we learned from some Russian officers who were sitting with us that there would be no opportunity for obtaining anything nntil 6 in the evening. as we li au taken an early breakfast, we ex pressed our dismay, when one of them went a to another compartment of the ear where uis family were and soon returned with a hearty lunch, which he insisted upon our taking, and which we, of coarse, trratefully accepted. Imagine a captain in the United States army offering a part of his dinner to a roreljmer on a railway tram. And thia wos but one of tho many acta of courtesy which wo received from then) durius the long day which we were together between Moscow and arsaw. Henry M. Wright in Detroit Free Press. Dropped Her Studied Dignity. Mrs. Sam Newlyrich, the haughty, purse proud wife of a Montana millionaire, unbent sufficiently to take a party of Boston tourists out riding in her own landau, drawn by four black borse3 with reu fly nets and plumes, whilo the coachman was in scarlet and yel low livery. Mrs. Newly rich maintained an attitude of studied dignity until her John happened to give one of her four black steeds a cut with his whip, when she lapsed into her old air of ease and frankness, and said, smartly: "Here you, Uuly Jackson, you stop lick in' them horses like that or I'll lick you blamed if 1 don't! Excuse me," she said to the awe 6truck Bcstonians, "but that off hoss cost $000, and 1 don't intend having him licked for nothing." Time. Tabes to Cross tbe Channel. Once more sugge-tions are in the air for a postal tube between Dover and Calais, and this time in a more detailed form. The idea; is to suspend two tubes of about a yard each in diameter by means of steel cables across the Channel, forty yards above tho level of the sea. The steel cables will bo fixed to pillars at distances of about 800 yards, and in each tubo a little railway will run, with cars capablo of carryiiiir 450 pounds in weight. No parcel of greater weight than this will be taken, and the cost is estimated at the modest figure of $3,000,000. It is also proposed to run telegraph and telephone wires through these tubes. -Financial News. Typhoid f ever Kills More. Typhoid fever kills more people in this country every year than most of the yellow Tever epidemics do. Yet nobody runs away from typhoid fever. They stay whero they are and take tho chances. But at the first hint of "Yellow Jack," country settlements, villages, tovm3 and wholo cities lose their heads and run of? as fast as. their legs will carry them. In Havana yellow fever some times prevails all tho year round, but tho citizens stay there, and American touristy visit the city and never think of danger. Why does a touch of the disease in this coun try produce such a general scare f Atlanta Constitution. The "Devil's Looking- Gas,' A curios relio of old English magic was re cently sold in London the "black stone," or magic speculum, of Dr. Dee, who was so notorious an astrologer in tho times of Mary and Elizabeth. Dr. Dee professed to be able to. rail bis laminar spirits into this stone, wcjca magically reflected many strange scenes, and afforded glimpses into futurity. It Is men tioned in "Hudibras" as the "devil's lookinz 55." The stone is merely a round piece ot cannel coal, about half an Inch thick, with a kind of handle at one side, and is highly pol ished.
