Manual of Social and Business Forms,"
has just issued another bouk entitled,
"Hill's Album of 11 oraphy and Art."
It is an elegant and valuable book, and is
ouc that every family should haye. The

The Methodist genearal conference lias
declared unequivocally in favor of
"complete legal prohibition" as the pro
per plan of temperance reform. So we
advise all politicians, who wish the Me
thodist vote to elect tnem, to cancel the
contracts they have made with the saloons
for the coming campaign, and begin to
let it be understood that they are not so
violently opposed to "aumtoary legisla
tion" as they were a t-hort time ago.
An Austrian chemist claims to have
invented ft destructive iluid that will be
more deadly in its effects than the fabled
Yupas tree. He claims that this fluid
when brought in contact with the Jiir
after the explosion of a shell in whien it
has been contained, is transformed into a
gas, which being heavier than the air,
descends to the ground killing all men
and animals within its reach, and more
over destroying iron, bronze and other
metals, as well as setting all inflamabl
things on fire. If this be the case, wars
will be of short duration and strugetic
ireneralship become a lost art. Arizona

MR. CLEVELAND'S FOLLY.
Nobody donbts now that the "humilia
tion" of Hill by the administration, which
has recently been accompolished, was as
deliberately and studiously contrived as
was the scheme by which the same agency
"downed" Randall. The acqueduct scan
dal, to be sure, which was disclosed and
developed by the republicans, furnised a
convenient mask behind which Mr. Cleve
land could work out his designs against
the governor, but it appears reasonably
certain now that without this aid means
-would have been provided to destroy
Hill's influence in the politics of New
York. This task might not have been
accomplished so early or 60 effectively as
it has now been done, but that it would
be accornpolislied in any event before the
meeting of tte national convention is ex
tremely probable.
The feud between the president and
the distinguished Pennsylvania democrat
has been in progress for over a year. The
refusal of Mr. Randall to bow to the
behests of the administration on the tariff
question was an offcusc which could not be
condoned, and he was marked for slaugh
ter. The patronage of the state was tak
en from him and given to his enemy, V.
IL Scott, who represents the twenty-seventh
congressional district of the state.
The fact that federal office-holders were
Active in assisting Scott to organize the
democratic convention of Pennsylvania a
few days ago in the free trade interest
furnishes the latest and completest evi
dence of the administration's victory
over Randall.
It will strike the average intelligent
person, however, that this Cleveland
Kcheme to crush Hill and Randall is bad
politics. Of course the administration
has nothing to expect from the Pennsyl
vania democrats, even under the most
favorable conditions. A split in the party
iu that state would simply increase the
republican majority which was certain to
le rolled up uudcr any circumstances.
But Randall's influence is not confined to
his own state, and it is outside that state
which it would be exerted, if ut all, in
presidential years. In 1834 the speeches
which Randall made in New York un
doubtedly won from the republicans of
the state more than COO votes which,
transferred to the democracy, made
Cleveland president. Hill, too, did val
iant service for the national ticket in his
state in 188 i. The vote of New York in
the coming canvas is even more doubtful
than it appeared to be four years ago,
with all possibility of aid for the presi
dential ticket from the governor or the
congressman out of the question. It is
this fact which makes the administration
assaults on Hill and Randal! the most
conspicuous blunder, in a partisan sense,
which Mr. Cleveland has committed since
Lis inagguartion. Globe Democrat. .
PROTECTION THE 31 OTHER OF
INVENTIONS.
The advocates of protection often refer
to its stimulating effect upon those for
whom its influence secures high wages,
leisure, and-opportunities for education
and advancement. The San Francisco
Chronicle illustrates this argument by a
review of the progress of inventions un
der the free-trade regime, compared with
the progress under protection:
It becomes interesting, in view of the
general concession that inventors piomote
the public welfare, to ascertain under
which fiscal policy they have been most
numerous. As in another case, in order
to institute a comparison between two
epochs, we shall take the Iree-trade per
iod of twenty-six years pior to 1 SGI, and
the protettion era w.'iich began with that
date. The total number of patents issued
before the war was :i,tt08, while from
and including 1802, and up to and in
cluding 1880, there were 347,076" is&ued.
The greatest number issued in any - one
year prior to 18G2 wrs 4,1819, while in
1885 as many as 24,233 were issued.
The annual average duriug the first
period was 1.419; the average duriug the
second period was 13,410. In 1800 there
was one invention to every 0,4 10 inhabi
tants; in 18S-"! there was one for every
2,500
All these figures tend to emphasize the
fact that the faculty of invention lias
increased in the same ratio that our man
ufacturing industries have developed.
Is the country ready to adopt a policy
which in the very nature of things must
diminish this mental mechanical activity
which has done so much to increase the
prosperity of the United States? The
President and Mr. Mills appear to think
so, but the great mass of the American
people do not share their belief, and will
do all in their power to continue the
policy which has contributed so much
toward making the United States famous
as the most inventive nation in the
world.

Not a Modern Idea.
Records of building associations that
is, societies for enabling subscribers to
build or purchase dwelling houses date
back as far as 1781 in Birmingham, Eng
land. The number and cost of houses
built depended upon the number of shares
owned by the subscriber. The rents of
the houses were paid to the treasurer of
the building association. Lands intended
for building purposes were laid out in
lots, bid for by subscribers, and let to
them on long time leases. Members paid
monthly dues. A committee of manage
ment was elected annually. The number
of building societies now existing in Eng
land is well on to 3,000, with funds and
securities approaching 75.000,000.
