the journal the chair laid before the
senate the Fitz John Porter veto mes
sage, which was read, the question
beirifc'. "Shall the bill pass not withstand
ing the objections ot the president."
The yeas and najs were taken without
debate aud resulted in a tie vote, yeas
37, nays 27. Two-thirds not voting in
the affirmative, the bill failed to pass.

Mr. Davis, from the committee on
appropriations, repor;ed the fortifica
tion bill with amendments. Ordertd
printed.
Mr. Jones (Xev.), explained that he
had been necessarily absent during the
vote on the Fitz-John Porter till and
if he bad been iu the chamber he would
have voted in favor of the bill becom
ing a law, notwithstanding the presi
dent's objections.
Mr. Blair, from the committee on
education and labor, reported favorably
the bill to legalize the incorporation oi
the national trades union. Calendered.
The resolution offered yesterday by
Sherman was agreed to, providing for a
session of the senate to-morrow (July 4).
A resolution was agreed to authoriz
ing the appointment of a committee of
five senators to examine into the capac
ity of steel-producing works in the
United States to make steel for guns of
high power, plate suitable for war ships,
and into the character and sufficiency
of the tools in the navy yard and foun
dries suitable for the manufacturing of
engines for such vessels and sea coast
defenses. Also to inquire cs to the
best method of manufacturing the
same, whether by government or con
tract with private parties.
The 6euate insisted upon its amend
ments to the sundry civil bill, and or
dered a conference.

of the committee of arrangements for
the democratic convention profess to
have discovered a conspiracy on the
part of the friends of Benjamin But
ler, to get up a grand demonstration
for "The Cock-Eyed Man of Destiny
with a view to nominating him by
clamor and entusiasm.
AFTER THE STYLE OF BLAISE'S SELEC
TION. It is known that it is the intention of
the trades assemblies and labor unions
to give Butler a rousing welcome, but
the investigation of the committee meu
is said to have developed further that
an effert is to be made to take the en
thusiasm into the convention hall
How this is to be done is not related
by the committee men, but outsiders
sav that Butler's friends aie in com-
mmunication with delegates and oiherj
entitled to tickets, and that they are
endeavoring to buy them at pretty
eteep figures. This staement chimes
with the information that

has already arrived at the Palmer
house. It is further given the air cf
plausibility by the mysterious acts of
Col. Plympton, General Uu tier's agent
Piympton ha3 a room at the Palmer
house, but be is seldom there. A pile
of papers and miscellaneous odds and
ends is theonly indication of occupan
cy which greets the visitor to Xo. 214.
Many call but few find Plympton in.
Those who have watched his move
ments report that he is in close commu
nication much of tne time with

of the recent rnti-monopoly conven
tion. Secretary Sbrively has been in
the city for several weeks strengthen
ing the intrenchments of the labor and
trades aiscnbly fortifications. What
ever truth there is in these rumors, that
strong endeavor is bein? made to
