Washington, Sept. 18. A synopsis of
the report of the committee investigat
Ing the charges brought by ex-congross

mittee was imperfect and misleading,
The report says:
In regard to the charge of Mauley,
Cooper & Co., that after advertising for
proposals for making and furnishing

cinuati, the supervising architect rc
fused to let contracts for the work to
the lowest bidder, thecjmmitteethinks
it would have been belter and to the
iuierests of the government,- if Manley,
Cooper & Co had been allowed all the
time they asked for, the frm being re
sponsible end of good stauding,and the
lowest bidders by over $20,100. The
refusal to allow Mauley, Cooper & Co,
to make a test, the haste with which
the award was made to the United
States Fire I'roof Company, after the
refusal to allow a test, ami the further
fact that ' the successful bidders had
been furnishing the government all the
work in this line ior several year
compel the committee to believe that
the supervising architect not only did
not do all he migh to save this $2S,000
to the government, but that he did not
intend that Manley, Cooper & Co,
should have the contract if he could
avoid it. With respect to the work ou
vaults, safes aud for (public buildings,
the committee expresses the opinion
that for ail such work proposals should
be solicited by public advertise ment at
least once a year. It says the givin

public proposals, is in direct conflict
with the letter and spirit of the law
With regard to the purchase of elevator
of one particular make, and the failure
to advertise for competition, the. com
unitte says the architect was derelcct in
his duty. In regard to the healing ap
paratus in the Chicago custom house,
the committee find that the appoint
ment of Newton to inspect the material
furnished was clearly not in accord
with official propriety. The architect
knew he was an employe of Uartlett,
Robinson & Co.. the tirm which built
the heating f.pparatus. As his only
duty was to inspect ihe muteri! furn
ished by that firm, U.e committee say
it is not surprised that the impression
should obtain that Newton's appoint
ment was a part of a scheme to enable
the contractors to furnish materials in
ferior in quality to that called for in
the specifications- The committee says
it seems clear that Hill was disposed in
favor of Geo. L. Damon, manufacturer,
and J. T. Hay ward, steam fitter, and
that his actions iu matters in which
these men weie com crned have the ap
pearance of serving his friends. The
committee says official favoritism is so
manifeft in the conduct of the super
vising architect's office as to give color
to the statement made by Coleman, at
torney for Murcb, in his statement,
"that in everything that goes to make
up a building, Hill has some one per
son or some firm with whom he deals,
to the exclusion ot everybody else."
The committee does not believe this is
necessary evidence of corruption in
the part of Hill, but it shows that the
business of the office has not been con
dieted with care and the economical
impartiality with which it should.

San Francisco, Sept. 17. II. Brin
hedt, of fiuaymas. a merchant, arrived
here. He eaya the causes of the disease
will be dissipated with tbo first rain.
The fever appears every summer. No
cne feared It. The violence of the fever
was owing to a want of rains. Physi
cians increasing the evil by declaring
it yellow fever. This created such a
scare that the people laid down and
died like sheep. From that moment
the only business done was a lively
trade in coffins. Most of those who
died were of the poorest class, unable
from the scarcity of iood to obtain pro
per nourishment. Many sufferers drank
cold liquors, inducing cougestion of the
brain and almost instant death. An
other Guymu9 merchant says the con
dition of things there is tenable and
heart-rending, and that telegrams from
Guavmas aonvcv but a faint idea of
the horrors daily occurring.
THE RATE WAU.
Chicago, Sept. 18. In the war on
passenger rate between Chicago and
Louisville this moruinr the Pan Han
dle opened with a rata of $4.50 which
the Monou route at once met. It is
said that scalpers are selling at $4 and
as the Pan Handle professes to fight
commissions to scalpers, it will proba
bly drop to that figure.
There was no further cut in rates be
tween Chicago and Louisville this af
ternoon aud il is understood that the
Pau Handle will make a slight advance
tomorrow, returning to $5, and that ne
gotiations are being conducted with a
view to a settlement.
THE TICKET AOKNTS.
Chicago, Sept. 18. The meeting of
the Gi neral Passeuger and Ticket
Agents association of the United States
began its quarterly meeting here today.
There was a large representation from
roada in all parts of the country. The
session was not extended. A resolution
to reaffirm the rule that passengers be
not allowed more than 350 pounds of
baggage free was passed. A motion to
reaffirm and to return to schedule rates
on all lines represented in the associa
tion ou October 1, aud to thereafter
maiutain them rigidly, passed without
dissent. The association continues in
session tomorrow.

St. Paul September 18,- The Mutual
Benfu association of the railway mail
service met in convention at the capi
tol today. They were welcomed by the
governor.

THE CHRISTIAN CONVENTION.
Chicago September 18. The Chris
tian convention, under the guidance of
D. L. Moody, evsngelist, began a three
day's session here this morning. Abjut
3,900 pc-rscus, chiefly ministers aud
evaugelists were present, Tne time of
the. convention will be devoted chiefly
to consideration of the best methods of
of carrying on the work of evangeli
zation throughout the country, ispc-
cially in large cities, during the corning
Winter.
The afternoon aud evening session
brought increased numbers. At night
a large ovei flow meeting organized in
the First Methodist church. Among i
those who delivered addresses were Mr.
Moody, Major Whistle, Charles Ed
ward Cheney and Rev. Dr. II. M. Send-
der.
A NEBRASKA STAR ROUTE DISCONTIN-

Washington, D.- I)., September 18.
By order of Second Assistant Postmas
ter General, to take effect September
30th, the star route from Niobrara to
Foit Randall, Dakota, has been dis
continued. K. R. Miner was the lowest
bidder for supplying service ofl this
route, and was awarded the contract,
because of technical imperfections.
The reason given at the postofiice de
1 artment for abolition of the route is
that since the date of the advertsement
for proposals the railroad system in that
section has been extended so tbat no
necessity for star route service exists.
