tracting parties, these rates. In the
view the IIekald takes of this mat
ter, the sensible thing for the Illinois
railroads would be to gracefully sub
mit to the inevitable, for the people of
that state will either insist upon the
present railroad commission system, or
onsidcrcd as fairly begun. The peop!
ow have the whole subject in their own
hand, and if they do not settle it satis
factorily they will have only themselves
