that has become trite by dint of
reputation and much use in tariff

systematic schooling and an inbord
ambition to succeed are generally

The supreme court has put the
McKinley bill on the firm basis of
constitutionality. Of the many
objections raised against its consti
tutional validity but one appeared

presentment to the court to have
even an appearance of merit, and it
is upon this one alone that the
court was divided, through the ma
jority held, as The Herald ex
pected, against it. The rulings of
the supreme court are, in brief, as
follows:
