I.N cougrovs hut Monday, Representative
Dorsey of this state introduced the largcftt
bill tlint lias been presented to congrefs for
many yenrs exivptlng, of course, appropria
tion and tariir bills. It is entitled, "A bill to
roviso, anu'iitl and consolidate the laws relat
ing to the regulation of national currency se
cured by United States IkiiuIs." It codifies
the national banking laws, re-ennctlug nil of
the present laws which it is telievcd are de
sirable relating to the olllceof the comptroller
of tho currency, It also provides a now feat
mo which gives to the national banksclrculn
tlou to the full par value of their tiomUdcpos
ltvtl to secure circulation. They mo now
given IK) iK'r cent. It rtsluces tho tax on thel
circulation one half, which brings It down to
one-lourth percent, every six months, In
stead of oue-hnlf per cent. In tho last con
gress a lilll was reorted allowing national
banks circulation to tho full par value of the
Iwnils deposited and tho measure was made a
special ordei sovend times, but on each day
when an effort was made to call it up it was
crowded out by consideration of appropria
tion bills. Mr. Dorsoy Intends to have this
bill taken up ut such an early day that Its suc
cess cannot be jeopardized by any other.

partly to tho pleasant weather, and if

way of all things. This will bo a pity,
because wo don't ofton get hold of so
valuablo an idea in fashions. It was
picturesque nnd, witli certain modifica
tions, becoming to tho majority.
Up town thoro is a largo storo, and ono
corner of this is made into a cttto littlo
boudoir all hung around with ricli cur
tains, and in this corner, seen from tho
street, stand and sit several life sizo fig
ures dressed in tlio most leuutiful gowns
imaginable; und this littlo corner may
bo said to set tho fiuihion for America.
Ono lady sits in n gilded wicker chair
dispensing tea to her friends. She has
on n dress of whlto faillo, innilo with
deep tabller drapery across tho front.
At tho right side is a sash n quarter of a
yvd wide, edged with Venetian point
laco ton Inches deep. Tho waist lias u
Spanish jacket tuado of tho samo laco
over a corsage of faillo. Tho sleeves
wero of tho luce. Tho buck of tho skirt
was simply gathered very full.
One of tho guests had on a superb, gold
colored satin embroidered in silver on
tho panels. There was a full but plain
train. The front had a drapery of silk
fish net over tlio satin of tlio san:o color.
Tho wnist was embroidered and draped
with fish' net lace. There were no sleeves,
only round bands an inch deep.
Another guest had apparently just
come. Sho woro u dress of Mlvcr gray
tricot, made up with satin of the same
shade. The skirt of satin, over which
fell very slightly draped tricot. Two deep
double Ixix plaits formed tlio drapery in
tho back. The corsage had a. long point
in front and short postilions in tlio back.
A pretty little cajieliiio of tho tricot witli
three thicknesses wasovcr tho shoulders,
and a felt hat to match was perched
over tho pretty, if expressionless, face-.
Bishop sleeves wero worn. Another daz
zling beauty woro a superb trained dress
of B.igo green faille, witli wide jwnels of
magnificent brocade, tho ground work
tho same in color, with very delicately
shaded leaves and tendrils in soft browns
nnd green. The pattern was very large.

row baud and collar embroidered. This
is for dinner or reception, and is one of
thoso costumes that expert littlo ladies
can mako up easily, as moro depends
upon tho simplo richness of tlio design
tlinu complication, nud the dainty gray
tricot walking gown also is easy to
reproduce, and, therefore. I give it, hop
ing tlint success will crown the efforts
of the dainty workers. Tho foundation
for either of these is juat like any other
gown, n well fitting lining, and the rest
is perfectly feasible. Tho dlllerenco in
the material and the made up gown is so
great that 1 think it is a sin for any worn
nu to buy a dress ready made or pay for
making one when she knows how to sew
herself. Ouvv Harfkb.
