Report from
Washington
By Congressman Dave Martin
Fourth District, Nebraska
The Cuban situation is again
boiling over here in Washington
and if it continues to stew, it
could make the pot black before
too long. It's now becoming evi
ent that Russian buildup in Cu
ba has continued at a steady
pace; that Russian might is
growing; that there isn’t any dif
ference between offensive wea
pons and defensive weapons; that
the President’s startling an
nouncement last October (two
weeks before the election) was
made long after the facts were
known; and that the President
has completely abandoned the
tenets of the Monroe Doctrine.
I have maintained that the
gravest danger from the Cuban
situation is the fact that Commu
nist Castro has been allowed to
survive — a complete puppet of
a foreign state, Communist Rus
sia. By allowing the Communist
ideology, supported by the Soviet
Union, to exist in this Hemis
phere, we are abandoning the
Monroe Doctrine which states
that ideologies contrary to those
upon which this Republic was
founded must be kept out of the
western Hemispnere at au costs.
One of the most serious threats
that continues to exist from Com
munist Cuba is the fact that it
is today the central training
ground for all Communist espi
onage activity in the Western
Hemisphere. Communists from
Latin American nations are train
ed in Cuba by Soviet profession
als to go back home and over
throw their own governments by
creating disturbances, riots, sa
botage, or by any other means,
in order that other Communist
governments can be established.
The President in his bargain
ing with Krushchev made a dis-1
tinction between offensive and
defensive weapons. This is
where he got himself into trou
ble. Furthermore, he wanted on
site inspection in regard to the
removal of missiles, but didn’t
get it. Four months later, he still
doesn’t have it, and nothing is
being done. By defining defen
sive and offensive weapons, he
left the door open for the Soviet
Union to pour into Cuba thou
sands of tons of military supplies.
This is exactly what has been
done, and Cuba today is an arm
ed camp. One State Department
official recently stated that the
number of Russian soldiers in Cu
ba had increased ten times since
last October. Are well-equipped
Russian soldiers considered of
fensive or defensive? Yet, we
continue to tolerate this situation.
What has happened to the cour
age which our forefathers exhibt
ed in the Revolutionary War?
The American people have not
been given the facts. Congress is
debating the issue now, but there
are those who do not want an in
quiry and are raising the cry of
“politics.” Many Democrats as
well as Republicans think the
whole story should be exposed, so
it appears that we may finally
get a true picture. The Adminis
tration should have taken the
American people into their con
fidence long before now. The
American people are not afraid
of facts but they are wary of half
truths.
