Capitol News - Selecting Nebraska State Song Is Hard Task for Legislators In 1695 Nebraska began collect ing its family of flowers, birds and so on that bear the title of “state”. Now, the Legislation is toying with the idea of a state song. Selection of the final choice for a state category is not an easy matter, as the Legislature’s public health and miscellaneous .subjects committee discovered. At a hearing on the problem, the committee got four separate tunes as nominees for the title of state song. One backer of a state tune, Mrs. H. B. Henderson of Auburn, a former singing teacher at the Un lvei-shy of Nebraska, voiced her choice, “My Nebraska,” while she marched back and forth be fore the committee. Three others were presented on tape—“Welcome to Nebraska,” written by Wilbur Chenoweth and Joyce Ayres; “We Love Our Own Nebraska” by Mrs. Ada Wild Plessman of Crete, and “Nebras ka’s Glad Refrain” written by Harriet Swan Spence of Crab Orchard. Everyone felt that Nebraska needs a state song, most of all for ceremonial and promotional purposes, especially the 1967 Cen tennial celebration, but there was no agreement on how the tune should go. So the committee sent to the floor for debate a bill calling for the establishment of a state song committee. The committee would conduct a contest to select songs for presentation to the 1963 Le gislature. For the historically minded, here’s a thumbnail sketch of state categories: State Flag—Re sulted from a bill introduced in 1925 by J. Lloyd McMaster of Lancaster county. The law des cribes the banner as a “repro duction of the great seal of the ctofo !' h-irOod / vn tlm nnnfae i n gold and silver on a field of national blue." State Bird—A joint resolution introduced by Rep. F. C. Rundle of Hamilton county, approved in 1929, declar ed the western meadowlark as the state bird. State Flower—A joint resolution introduced by Rop. L. P. Judd of Boone county, approved in 1895, designated the gcldenrod as the floral emblem of the state. State Name—-Nebraska was officially designated the “Tree Planters' State” under a resolution in 1885 by Sen C. H. Sloan of Geneva. In 1945 the Legislature changed Nebraska’s popular name to the “Cornhusker State.” State Tree— A resolution by Alois Slepicka in 1937 designated the American Elm as the state tree. Sales, Income Taxes The Legislature’s action in sweeping away attempts to broa den the state’s tax base was viewed generally as pretty de cisive this session. Even proponents of a broaden ed tax base were less than en thusiastic after the Unicameral action. The Legislature itself voted 28-15 against debating the sales-income tax bills the floor and a committee later killed another combination proposal by a 5-4 vote. The broadened tax base advo cates also were rebuffed in at tempts to smash down the bill to increase the state park levy from 13 cents per $1,000 assessed value of property to 30 cents per $1,000. The park bill, LB 208, passed by a 30-11 vote. It sets up a 10 year development program, fi nanced by the special property tax levy. It was estimated the park levy will produce a million dollars revenue per year, but be fore final passage, an attempt to cut the levy to 21 cents failed by only two votes. C»7.:ul School If a bill clears the Legislature, another institution under the Board of Control will be shifted to the State Education Department. This is the school for mentally retard ed children at Cozad. Gov. Frank Morrison wants the school removed from the board on grounds it is an educational operation and not a custodial one. The State Board of Educa tion said it would assume oper ation of the school if directed, but only on an experimental basis and if it has enough funds to handle the job. The education department now operates the State Vocational Technical School at Milford, the State School for the Blind at Ne braska City and the State School for the Deaf at Nebraska City. Air Conditioners The Capitol Building Commis sion is hustling to try to get the statehouse cooled to cope with Nebraska’s hot weather. State Engineer John Hossack, commission secretary, says one possible way of doing this is rent ing air conditioning equipment with an option to buy it. That way, he says, the state won’t have a heavy initial outlay of funds. By the end of this biennium, on July 1, he says there will be about $250,000 earmarked for air con ditioning. The entire project is expected to cost in the neighbor hood of $1 million. It would take 20 years to pay for the work on a “pay as you go” basis, Hos sack says. Building commission members besides Hossack are Gov. Frank Morrison, State Sen. Joe T. Vos oba of Wilber, A. Q. Schimmel of Lincoln, Maurice Hevelone of Be atrice and W. C. Fraser of Om aha.
