OFFICIAL PROCEEDINGS Holt County Supervisors PROCEEDINGS OP THE HOARD OF SUPERVISORS O'Neill, Nebraska July 31, 1959 10:00 a.m Holt County Board of Supervis ors met as per adjournment. All members present, except Land reth. Meeting called to order by the Chairman. Minutes of previous met ting were read and approved as read. The Finance Committee report ed that the Fees of the various County Offices have been remit ted to the County Treasurer, as requin*d by law. Motion by Smith, seconded by Ernst, that the following Bond be approved. Motion carried. Kieth Abart, Veterans Service Committee, County of Holt, State of Nebraska. Motion by McConnell, seconded by Dierking that the following Warrants be cancelled. Motion carried. Motion by Smith, seconded by Ernst, that the following minutes of Special School Meeting of Dist rict No. 18Ms be approved. Mo tion carried. MINUTES OF SPECIAL MEET ING OF SCHOOL DISTRICT NO. 18Ms This meeting was called to or der by President Glen Harpster, at 8:30 pm. on 7-6-59. A short discussion was held on procedure to be followed and the condition of present facilities. It was moved by Pat Burk, that we vote on screening of windows and floor covering as a limit and the installing of indoor toilets, as a separate unit. The motion was seconded by Frank Miller. Earl Rosoe was appointed Elec tion Teller by President Glen Harpster. Ballots were passed. Vote on Floor Covering and Screening of Windows: For - 25; Against - 4; The motion carried 25 for, 4 against. It was moved by Bob Bartak that we vote on installing of in door toilets. The motion was sec onded by Earl Rosoe. Ballots were passed. For - 20; Against - 9. The Motion carried 20 for, 9 against. It was moved by Pat Burk that a building Committee be appoint ed to proceed with the work. The motion was seconded by Leonard Larson. Pete Pellson was nominat ed by Bob Bartak, seconded by Lamliert Bartak. Frank Miller was appointed by Henry Reimer, seconded by Harold Werkmeister Lambert Bartak was nominated by Pat Burk, seconded by Earl Rosoe. Committee was approved by Voice Vote. It was moved by Glen Harpster that the meeting be adjourned. The motion was seconded by Leo nard Larson. Motion by Dierking, seconded by McConnell, that the following Minutes of Special School Meeting of District No. 60 be approved. Motion carried. MINUTES OF A SPECIAL MEETING OF THE SCHOOL BOARD OF SCHOOL DISTRICT NO 60 OF HOLT COUNTY NEBRASKA, HELD ON JULY 8, 1959 at 10 00 p.m. Present were President Harvey Krugman, Treasurer Walter Young and Secretary Fred Frerichs they being the total membership of the Board. The meeting was called to order by the President. The preparation of the budget and the determination of the amount of money to be raised by taxation. _ PROPOSITION 1: Shall a building tax of 5 mills be levied each year for a period of 10 years, beginning with the °ax year 1959. said levy or levies to produce a total amount of $10,000 00 to be expended for the following purposes, to-wit: _ The building of a new school house and the equipping thereof, said school house to be erected on the Southeast comer of the South east quarter of section 17, Town ship 30, Range 10 PROPOSITION 2: And shall the School Board pro ceed at once to carry out the pur pose of said levy and issue war rants against the funds voted as provided in Nebraska Schoo1 Daws^ 2. The secretary is ordered to cause notice of said special met t ing to he given to the voters of said district by posting up copies thereof in three public places within the district as provided by law. The foregoing Resolution having been read, Fred Frerichs second ed the motion for its passage and adoption, and after discussion, the roll call on the question of passing and adopting the Resolu tion was taken, the following vot ing in favor of the passage and adoption of the same: Walter Young, Fred Frerichs and Harvey Krugman; The following voted against said Resolution; None. The foregoing Resolution sub mitting the foregoing matters and propositions to the voters of School District No 60, at a special meet ing to be held on July 15, 1959, having been consented to by a majority of the School Board, said resolution was passed and adopt ed. HELD AT THE OPPORTUNITY SCHOOL HOUSE ON JULY 15, 1959 at 8:30 p.m. The meeting was called to order by President Harvey Krugman, with 17 voters present. A discussion as to the building of a new’ school house and the cost thereof was led by Mr. Ro bert Krotter. It was then announced by the President of the School Board that pursuant to a resolution pass ed by said school board at a spec ial meeting that a vote would be taken at this special meeting on the following two propositions as set out in the ballot to be distrib uted. Said ballot being as follows, to-wit: PROPOSITION NO. 1 Shall a building tax of five (5) mills be levied each year for a period of ten (10) years, begin ning for the taxable year 1959, said levy or levies to produce a total amount of $10,000.00 dollars to be expended for the following purposes, to-wit: The building of a new school house and the equipping thereof, said school house to be erected on SE Corner of 17-30-10 For building tax and levy above set forth Against building tax and levy above set forth PROPOSITION NO. 2. And shall the School Board pro ceed at once to carry out the pur pose of said levy and issue war rants against the funds voted as provided in Nebraska School Laws. After the vote was taken, the vote was then countea, ana me resw« „ ballot were announced as follows, to-wit: For Proposition 1 — 15; Against Proposition 1 — 1. For Proposition 2 — 16; Against Proposition 2 — 0 hTe Presiednt then announced that both Proposition 1 and Propo sition 2 had carried by more than 55% of the persons voting thereon. It was then moved, seconded and carried that a vote be taken as to whether or not to adopt the plans submitted by Mr. Robert Krotter for a school house 20 by 48 feet, modeled on the plans used by School District No. 147 of this county. The question was then submitted to the voters present, ballots were distributed and the vote taken and tallied. The re sults of said vote were as follows: In favor — 15: Against — 1. The President then announced that the question had carried. A discussion was then had as to the budget for operating the com ing school term. On motion the meeting adjourn-j ed. Harvey Krugman, President Fred Freriehs, Secretary MINUTES OF A SPECIAL MEETING OF THE SCHOOL BOARD OF SCHOOL DISTRICT NO 60 OF HOLT COUNTY. NEBRASKA. HELD AT THE OPPORTUNITY SCHOOL HOUSE ON JULY 15. 1959 at 10:00 p.m The Selwol Board of District No. 60 of Holt County, Nebraska,' met at the Opportunity School House in said District at the hour of 10 p m., on July 15, 1959, a spec ial meeting of said Board held on July 8, 1959, having been ad journed to that time and date.! Present Harvey Krugman, Presi- j dent, Walter Young. Treasurer, and Fred Freriehs, Secretary, they being all of the members of the School Board. W7alter Young then offered the following Resolution and moved its adoption, to-wit: Resolved by the School Board of School District No. 60 of Holt County, Nebraska, that we are satisfied that all of the require ments of Sections 79-442 anud 79 423 and other pertinent statutes have been complied with and that more than 55% of all voters pres ent and voting at said special school district meeting held this date are in favor of the building tax heretofore submitted. Be it further resolved that such propositions and all the proceed ings had thereon been dntered upon the records of this School District and that the special tax levy so voted be certified to the County Clerk as in the case of other tax levies. The foregoing Resolution hav ing been read, Fred Freriehs seconded the motion for its adop tion, and after discussion, the roll call on the question of passing and adopting the resolution was taken, the following voting in favor of the passage and adoption of the same: Walter Young, Fred Freriehs and Harvey Krugman: The following voted against the adoption of said resolution: None. The foregoing Resolution having been consented to by a majority of the School Board, said resolu tion was declared passed and adopted. On motion, duly seconded, the Board adjourned. Holt County Board of Supervis ors met on this date for the pur pose of Public Hearing on Pro posed Budget for the Fiscal Year 1959 and 1960. Meeting called to order by the Chairman. Minutes of the pre vious meeting were read and ap proved as read. Motion by Landreth, seconded by McConnell, to approve minutes of Special School Meeting of Dist rict No. 228. Motion carried. ' MINUTES OF SPECIAL SCHOOL MEETING OF DISTRICT NO 228 HOLT COUNTY, NEBRASKA, HELD AUGUST 3, 1959 The meeting was called to order by the District President, Tommy Doolittle, at 9:00 p.m. at the schoolhouse in said district. The president appointed Clyde Widman as Chairman to preside. The spec ial meeting was called by the school board and, as stated on the notices posted 5 days prior to the meeting, the purpose being to change from a Class II District to a Class I District. A brief dis cussion was held after which a vote was taken — FOR—retaining the two year high school, or AGAINST retaining it. Ballots were spread, collected and count ed with the following results: FOR -0; AGAINST—10; The district will discontinue the high school and close the same, thereupon becoming a Class I Distinct. ELECTION The candidates nominated for the office of school district treas urer for a term of 1 year were: Heinrich Frahm - 4, Lloyd Waldo R T lr»\rrl Wnldn was declared elected for a term of 1 year. The candidates nominated for the office of school district secre tary or a term of 2 years were: Faye Dierking - 8, Alice Widman - 1, Birdie Fullerton -1. Faye Dierk ing was declared elected for a i term of 2 years. The candidates nominated for the office of school district presi dent for a term of 3 years were: Tommy Doolittle - 6, Ema Oetter I - 2, Heinrich Frahm - 2. Tommy Doolittle was declared elected for a term of 3 years. Motion was made by Harlan Dierking and seconded by Harold Fullerton to lower the budget by $1,350.00, and that the sum of $7,650 00, be certified to the county clerk as the amount of tax money required for the expense of the school district during the ensuing ! school year. FOR—10, AGAINST—0. Motion declared carried. It was moved by Heinrich Frahm to adjourn this meeting. Motion was seconded by Tommy Doolittle Meeting adjourned. Motion by Ernst, seconded by Flood to adopt the following Reso lution : RESOLUTION WHEREAS, a proposed county budget for the fiscal year 7-1-59 to 6-30-60, prepared by the Budget Making Authority, was transmitted to the County Board on the 15h dav of July 1939. WHERE AS. a summary of such proposed budget, together with a notice of public hearing to be held on the 5th day of August. 1959. was published in the Holt County Independent, a legal newspaper on the 30th day of July, 1959, and WHEREAS, a public hearing was held, pursuant to said pub lished notice on the 5th day of August, 1959, and WHEREAS, the action of the State Board of Equalization has been had and certified to the County Clerk, NOW, THEREFORE, BE IT RESOLVED, by the Board of County Supervisors of Holt Coun ty. Nebraska, as follows: ' Section 1. That the budget for the fiscal year. 7-1-59 to 6-30-60. as summarized on page 2 of the bud get document be, and the same hereby is adopted as the budget for Holt County for said fiscal year.
