Motion by Stutz, seconded by Crabb, that the following four building permits be granted to the North Nebraska Builders, a National Homes “Delbrook” 24 feet 6 inches by 35 feet four inches, three bedroom with full basement, located on lot 37 Gilg and Svenson’s replat, one “Del brook” same size, located on lot 30 and south half of lot 31 Gag and Svenson’s replat, one Na tion Homes “Baybrook” 24’6” by 30’, with two bedrooms and full basement, one National Homes, “Cadet,” four bedroom house with no basement, located on lot 32 and north half of lot 31 Gilg and Svenson’s replat. Motion carried. Motion by Uhl, seconded by Golden that Minnie Higgins be granted a building permit for a new' house 26x32 feet with at tached garage, located on north 60 feet of lots 9, 10, Block “O Fahy’s Park Addition. Motion by Uni, seconded by Stutz, that Bob Matthews be granted a moving permit for house to be located on the south 45 feet of the west 90 feet of lots 11 12, and 13 Block J, Mc Cafferty’s Add., 2nd. House to be modern. Motion carried. Motion by Crabb, seconded by Golden, that Frank Smith be granted a permit to build a 9x28 foot addition to present house located on southwest comer of 6th and Douglas Street. Addi tion to be of frame construction. Motion carried. Motion by Stutz, seconded Dy Crabb, that Owen E. Davidson be granted a permit to move house and build on to same. House to be completely modern v-ith full basement. House to be upon completion 5 room on one floor, located on lot 7, block 42 Riggs Addition to O’Neill, Nebr. Motion carried. Motion bv Crabb, seconded by Ftutz, that the Council grant a lease to Gordon O. Harper, the land on which house and out buildings are located on at the airport. Lease to run for ten vears at the rate of one dollar ($1.00) per year, payable upon signing the lease. Motion car ried. Motion by Merriman, second ed by Crabb, that the City lease to Gordon O. Harper and Asso ciates, approximately 15 acres of airport land for ten years, at the rate of $15.00 per year. Land to be used for auto racing. Land to be returned to the City at the end of lease in original condi tion. Motion carried. Nay none Motion by Merriman, second ed by Uhl, that the City accept tne bid of Phillips “66” for gas at their pumps and motor oil at station. Pres ent: Mayor Davis; Councilman Uhl, Merriman, Johnson, Stutz and Crabb. Absent: Golden. The meeting was called to or der by the Mayor and the fol lowing proceedings were had and done. Motion by Crabb, seconded by Johnson that the minutes of the special meeting of March 30, 1954 be approved as read. The vote on above motion was as follows: Aye, Uhl, Johnson, Stutz, Crabb and Merriman. Nay, none. Councilman Merriman intro duced an ordinance entitled: “AN ORDINANCE CREAT ING STREET IMPROVEMENT DISTRICT NO. 16 IN THE CITY OF O'NEILL, NEBRASKA: DE FINING THE BOUNDARIES THEREOF AND PROVIDING FOR THE CONSTRUCTION OF STREET IMPROVEMENTS THEREIN.” Said Ordinance was fully and distinctly read, and on motion said Ordinance was designated as Ordinance No. 280-A of said City and the title was approved. Thereupon Councilman Merri man moved that the statutory' rule requiring the reading of Ordinances on three different days be dispensed with, which motion was seconded by Coun cilman Stutz. The follow ing vot ed upon a roll call vote mi the adoption of said motion. Aye, Johnson, Stutz, Merriman, Crabb and UhL Nay, none. Said motion having been con curred in by three-fouvrhs of the member* of the Council, was by the Mayor declared passed and adopted. Thereupon said Ordinance was read by title a second time, was then read at large and put upon final passage and the May or stated: "The question is ‘Shall Ordinance No. 280-A be passed and adopted?’” The roll was then called on the passage and adoption of said Ordinance and the Councilmen voted as fol lows: Yea, Johnson, Moniman Stutz, Crabb and Uhi Nav’ none. The Streets to be improved within said District are Fourth Street from the North line of Grant Street to the North line of Douglas Street; and Dc-uglas Street from the West line of Seventh Street to the East line of Harrison Street. The improvements which will be made in said District will consist of grading, curbing, re curbing, guttering, reguttering, paving, repaving, widening ex isting paving on streets and al leys and intersections, or parts thereof, constructing sidewalks, and improving the sidewal* space, and other incidental work thereto, and otherwise improving said streets, in accord ance with plans and specirica .tions to be adopted by the Mav or and City Council of said City. Section 2. Said street im provements in said Street Im provement District No. 16, shall be made at public cost, but spe cial assessments will be levied on on the property espe».ally benefited thereby, proportioned to the benetits, as provided uy law. Section 3. It is hereby found, determined, and declared that the said Fourth Street and the said Douglas Street, and the portion thereof included in tarn District, are the main thorough fares in the City of O’Neill, Ne braska, and that the said Fouitn Street and the portion thereof contained within said Street Improvement District No. 16, m its entirety forms a part of^the State of Nebraska Highway oys tem, being part of State and Federal Highway No. 281; and, that the said Douglas Street and the portion thereof contained within said Street Improvement District No. 16 in its entirety forms a part of the State of Ne braska Highway Systems, being a part of State and Feaei^.1 Highways No. 275 and No. 20, and that both the said Fourth Street and Douglas Street con nect with and form a part of the State of Nebraska Highway System on each of the ends of the portions of said streets which are to be improved here by. McPharlin returned to O’Neill Monday, April 24, af ter having spent since November visiting Dr. and Mrs. James Mc Pharlin at Salinas, Calif., Mr. and Mrs. James Chapman at Santa Barbara, Calif., and Mr. and Mrs. Eldon McPharlin in North Hollywood. Mrs. Chap man is the former Pauline Mc Pharlin. Mrs. McPharlin flew from Los Angeles, Calif., to Omaha, stop ping in Denver, Colo., to visit her son-in-law and daughter, Mr. and Mrs. Alfred Severson. Mrs. Severson is the former Ha zel McPharlin. In Omaha, Dr. and Mrs. James McPharlin met her and brought her to O’Neill. They had driven from California to Omaha to attend the 25th re union of his class at the Creigh ton college of medicine. Doctor and Mrs. McPharlin left O’Neill last Thursday. Be fore their return to California, they will have visited Mrs. Mc Pharlin’s parents in Harvard, her brother in Cheyenne, Wyo., and Mr. and Mrs. Severson in Denver. .. DANCE ..
