At which hour, or as soon as possible thereafter, the Mayor and City Council of the City of O’Neill, Nebraska, will proceed to open in the presence of all other bidder0 and consider the bids received for the furnishing of such labor, materials and equipment necessary for the proper construction of the afore said improvements.
