Edward Schultz, with a relief allowance of $30 a month for food, has managed to feed—and to feed
pretty well—his family of 18. Schultz, paper hanger and decorator, lives with his brood in the village of
Beecher, 111., and his neighbors have only praise for every member of the family. Schultz has been unem
ployed for two years.

First Indian Constitution Given
Smashing traditions of Ignoring Indian tribal government. Secretary
of the Interior Harold L. Ickes signed and presented to delegates of the
confederated tribes of the Flathead Indian reservation in Montana the
first constitution and by-laws to be issued under the Indian Reorganization
act. The unprecedented document was ratified by the Indians at a popu
lar referendum and is the first such constitution to be approved by the
government in the history of the United States. Left to right: Sub-Chief
Victor Vandenberg; Chief Martin Charlo, and Secretary Ickes. The chiefs
did not speak of visions of the day when political wrangling will present
their constitution as an issue.

Gov. Olln D. Johnston, who de
clared the South Carolina state
highway commission is "In a state
of Insurrection," and ordered the
National Guard machine gunners to
keep the commissioners out of their
office. He also named a board to
supervise the affairs of the depart
ment. To the voters, he explained:
“I am taking charge of this depart
ment to end trickery and subter
fuge, favoritism and Irregularities
that have been characteristic of its
management.”
