Tip-moth Parasites Distributed Seven hundred adult flies of the Campoplex Species were distributed on the Merwyn French farm near Page and the C. F. Adams farm northwest of Dustin last week. These flies lay eggs on the larvae of the Pine Tip Moth, which destroys the growing buds of pine trees. The eggs hatch and the larvaie of the parasite destroy the pine tip-moth larvaie. These parasites were brought to the Nebraska National Forest at Halsey from Virginia in 1928. They have aided materially in controlling the tip-moth in the Halsey plantings. The distribution here in Holt county is the fi it which has been made outside of the Halsey Forest. Only a limited number will be available for distribu tion in the future. A BILL FOR AN ACT relating to public safety and the maintenance of law' and order, and in connection therewith providing for the creation of The Nebraska Public Safety (Commission and the establishment of a state highway patrol system, and to repeal sections 81-5501, 81-5503, 84-107 and 34-108, Compiled Statutes of Nebraska for 1929, and to provide p"nalties for the violation of this Act. Be It Enacted By the People of the State of Nebraska: Section 1. The Nebraska Public Safety Commission is hereby created. Its members shall consist of the Governor, Attorney General, Superintendent of Public Instruction, State Treasurer, Auditor of Public Accounts, Commissioner of Public Lands and Buildings, and Secretary of Stale. The Governor shall act as chairman, the Attorney General as vice-chairman, and the Secretary of State as secretary. Section 2. The Nebraska Public Safety Commission in the man ner hereinafter provided shall have the power and it is hereby made its duty: (a) In general, to detect crime, apprehend persons accused of law violation, and maintain law and order throughout the state. (b) Upon request to render special assistance to any state officer, board, commission, or administrative department of the state govern ment, in enforcing any law or regulation with the enforcement of which such officer, board, commission, or administrative department is specially charged. (c) To render special assistance when necessary to any county or municipality in the investigation oi' any crime, capture of uny accused person, suppression of any riot, or prevention Oi any threatened dis order. (d) To cause the mam highways of the state to be patrolled in order that the laws relating to the speed, lights, brakes, clearance, weight, and dimensions of trucks, automobiles and other vehicles, the licenses of drivers, payment of annual registration fees, driving while intoxicated, payment of gasoline taxes and observance of safety rules and regulations, be enforced. (e) To conduct annually for one or more weeks a training school for the instruction ot state, county, and municipal law enforcement othcers in methods of crime investigation, the securing and use of finger-prints, the science of ballistics, rules of evidence in criminal cases, emergency relief to injured persons, and in such other subjects as may be deemed beneficial. Section 3. The Nebraska Public Safety Commission shall appoint a state superintendent of public safety to a. • it in discharging its duties under this Act. lie shall be chosen by the Commission solely
