State of Nebraska vs. Ross. *•’ WHO LOST A FORD 7 Jim Davis is the possessor of ono Ford car of rather ancient vintage wished upon him Tuesday night by some unknown person without the knowledge or consent of Mr. Davis, who already had a Ford. The car was found about midnight in the Davis garage. It may be seen at the Mellor garage. ALBERT E. WILSON. Word received Wednesday morning from Salem, Oregon, announced the death at that place Tuesday of Albert E. Wilson, formerly of this county, following a stroke of paralysis suffered early last week. Mr. and Mrs. Wilson leased their farm south of O’Neill last year and removed to the Pacific coast in the interest of Mr. Wilson’s health. Bert Wilson, as he was affectionately known by his host of friends in O’Neill and Holt county, was one of the most popular and esteemed resi dents of southern Holt qpunty and the news of his demise comes as a shock to the community in which he had re sided for many years. No word as to the funeral arrangements yet has been received, but burial probably will be in the Chambers cemetery. CHARLES H. BIGLER. Charles H. Bigler, son of Charles Bigler of Rock Falls township, him self one of the early settlers of Holt county, died at the residence of Mr. and Mrs. John Moler of Rock Falls township Saturday afternoon after a prolonged illness. Mr. Bigler fwas born at Greenville, Michigan, June 21, 1876. He removed with his parents, Mr. and Mrs. Charles Bigler, to Rock Falls township, this county, from Iowa, thirty-eight years ago and continued to reside in Holt county until about ten years ago, when he moved to Car ter, S. D., returning from that place to Rock Falls township about a year ago, having been compelled to abandon farming on account of poor health. He was married to Miss Electa Moler, daughter of Mr. and Mrs. John Moler, at Butte, Neb., September 12, 1901. Mr. Bigler leaves to survive him the widow, his father, Charles Bigler of Rock Falls; three sisters, Mrs. Lee Morrison of Ravina, S. D., Mrs. Harry Madison and Mrs. William Claussen of O’Neill, and five children; Mary, Clarence, Mildred, Bernadine and Eliza Bigler. Funeral services were held Tuesday, the Reverend Steiner officiating, burial being in Pleasant Valley cemetery. SUPERVISORS’ PROCEEDINGS (Continued from page five.) hers present. (First publication March 17.) WATER BONDS. There will be held in the City of O’Neill a special election on Tuesday, April 5th, comtemporaneous with the City election for the purpose of vot ing on the proposition of issuing $19, 900.00 additional water bonds. At the special election in August the voters affirmed the. proposition for the issu ing of $81,000.00 for Water Bonds for the purpose of erecting a 150,000 gallon elevated water tower; for the purchase of eight inch mains and the laying of same from the old standpipe terminal to the new site; for the pur chase of a water tower site; for the purpose of laying four inch mains and for the purchase and installation of water hydrants. The City Council from the informa tion they had at hand at the time the $31,000.00 bond was submitted, con sidered that this amount would be imple to cover these improvements but after making the estimates and sub mitting the proposition and before the contracts for the work was let, the price had so advanced by the increase m the price of material and increase in freight rates became so out of pro portion with the estimates made that the amount of bonds voted would not nearly cover the improvement^ or finish the work undertaken. For in stance, the Council had established the cost and installation of a forty horse power engine at $2800,00 and the engine which was purchased and in stalled cost the City close to $4500.00 end all other material advanced in a similar proportion except the water tank and tower itsel and the ground cn which it will be located came with in the original estimate and the City Council have found it necessary to submit to the voters the proposition for $19,000.00 additional water bonds to fully complete the work undertaken »nd pay for considerable work that has neen done on the water-plant which work was contracted for without any —. -.. - provision being made for the payment of same. There will also be the ex pense of removing the old standpipe. The previous Council wisely con tracted for work in the digging cf two new wells; the purchase cf a new pump and the digging of a pit for same but made noT provision for the complete payment of this work. There has been handed to the present Council cil a deficit for this work and there has been additional expenses devolved on the City for work in connection With this uncompleted work at the City plant and the only solution that the City Council can find to meet these ex penses and improvements at the water station and to make the city water system somplete and to finish up the work undertaken and to get away from an unavoidable deficit was to submit the proposition for these additional water bonds. With the erection of the Standpipe in connection with the new pumping facilities and the addition ol a new water supply in the way of more wells or a larger retaining well which would be necessary to furnish the new pump with full capacity and with the elimination of the waste of water that no*w exists and with, the purchase and installation of a large oil tank for the storage of distilate or cheap grade fuel for the water pumping engine and with the improvements already made at tEe pump station and the general improve ments proposed to be made, O’Neill will have one of the best water sys terns of any town in the State. By covering all of these expenses con nected with the water system by bonds, the payment of same will be spread out over a long period of years and will not be fety or noticed in taxa tion nearly as much as if these nec essary improvements would be done from year to year, requiring a higher levy and necessarily higher taxes. On the completion of this water project the City has the promise of a re-rating of insurance and a reduction in insur ance rates based on adequate fire pro tection. The City Council are the chosen representatives of the voters and.tax payers and are intersested in the wel fare and development of the City and ere responsible to the public for their official action and the City Council in vites the closest study and investiga tion by the public of this water im provement and the bond issue submit ted. We have been trying to give the City of O’Neill, a continuous LIGHT, HEAT and POWER service, in other words for the past several years we have operated this plant 24 hours per day, 7 days per week and 365 days per year. 'We have been doing this each year, at a real money loss to ourselves, that is our total earnings will not pay for the coal, oil, and labor necessary to keep the plant in continuous operation. Some time ago the City Council or dered all Street lights in the residence district shut off at midnight, and later a new order from the City Council to shut off the remaining lights in the business section after 4 a. m. At the present time *we operate the entire street lighting circuit, from dark until midnight, and after mid night and until 4 a. m., we operatg_£he plant to furnish light for *(9) nine Street lights in the business district, and after 4 a. m. all street lights are shut off, not a Street light burning in the whole City, and our earnings are therefore reduced to nothing during this period, although we are still burning coal, and have a man on the job to furnish light that is not being used. Now this Company is unwilling to put in any more money to furnish this 24 hour service, and after April 1st, 1921, the hours of service will be re duced in order to reduce the operating expenses, in line with the receipts, or earnings of the Plant. On and after April 1st, or until further notice, we will operate" the Plant from dark until 1 a. m.
