Chambers, - • - Nebraska Educational Notes. A few points asked about by many people, and answers briefly in these notes may be of interest. The new certification law of 1905 did away with the issuing of permits. The lowest certificate issued is called an “emergency certificate” and can be issued, only, when absolutely neces sary. It is good for six months pro viding the applicant makes passing grades in t lie five essentials: “Arith metic, geography, grammar, reading and history.” One only of these cer tificates can lie issued to the same; person. The minimum passing grade fixed by law is <10 per cent for a third and 66 per cent for a second grade certifi cate. County superintendents have the privilege of raising this standard for their own counties. Superintend ents in most of the counties of the state have used this privilege. Holt county has not. Holt comity has issued two hundred thirty-seven and transferred thirty t hree certificates during t he past two years under the new law, making a total of two hundred seventy. Forty of these have been issued to teachers who have taken up other work, one hundred fifty are in the possession of teachers teaching in the county at present, and the remaining eighty be long to teachers in other parts of the state. At present a rew schools are with out teachers. We do not expect this to be the condition long as we have just received a list of about thirty names of teachers from Superintend ent McBrien and he says he can send one hundred more upon a few days notice. The question of most interest to about fifty districts in the county is how to receive the state aid for weak districts. After the meeting of coun ty superintendents with the state superintendent October 24th, 25th and 2(ith, this olfice will send out a circular letter to all districts interest ed in which we will give a detailed explanation. Districts are not obliged to have seven months of school to draw state aid if they cannot do so without put ting themselves in debt. Debts are to be paid out of the twenty-five mill levy if there are any to pay. State aid goes toward paying teacher’s wages only.
