Illiteracy In Boaela. The Illiteracy of Russia exceeds that of any other country claiming to have a civilized government. The Humani tarian states that In 10,000 villages of the vast empire there Is not a school, and it is estimated that not twenty per cent of the population of the empire has acquired even the rudiments of a common school education. It has been figured out that If the czar would dis band 100,000 men of the vast army he would thereby save money enough to provide a school for each of the vil lages. It 1b not surprising that the czar should desire to reach some, ar rangement with the other nations which would permit him to partially disarm. An Ocrakn Laundry. All women travelers will rejoice over the Idea conceived by B. M. Fielding, of Boston, who Is the first to Institute an "ocean” laundry for the benefit of pas sengers on a large steamship. He Is to act as superintendent of the first ex periment The plant will be as com plete In every way as a laundry on shore. The machinery consists of a large steam mangle and washing and Ironing machines. Other appliances include those of starching. The pas senger will deliver his or her laundry to the Bteward, and in a few hours the linen, fresh and wholesome, will be re turned. To Bzploro Siberian Island*. An expedition to explore the New Siberia islands and Samukoff land has been organized by Baron Toil, and will depart some time In June from a Nor wegian port. The party will proceed to the mouth of the Lena and will pass the winter on its banks at a point above the town of Yakutsk. In the summer of 1901 explorations toward the north will be commenced and forces Joined with a detachment which will be sent out in March with a suffi cient supply to do so.—Washington Times. ChMi Player Stelnltm Insane. William Steinltz, the famous chess expert, who was the greatest player at the game since Paul Morphy’s day, la now an Inmate of Manhattan State Hospital for the Insane in New York. He was admitted to the Institution this week, and his wife is left penniless. Steinltz lost the world’s championship to Emanuel Lasker in 1894 and never reoovered from the blow. His friends went back on him when his marvelous mind gave way and he is now obliged to go to a charitable institution. Thou(ht He Wm Orthodox. Was any county officer In this or any other state ever requested by a “special committee” or any other committee to file a statement after they had gone tbrought the farce of check ing up his office? Why did not your honorable body call upon your petitioner for a state ment before you appointed a "special com mittee”? Why was the chairman of your honorable board Instructed to demand of your petition er that he pay Into tbe county treasury, at once all money In bis hands belonging to Holt county? Was it not for the purpose of conveying the Idea to your honorably body, and the people of Holt county, that your petitioner was short In his accounts with Houcouniyr Your petitioner begs leave to oonslder that when a person has faithfully and conscien tiously,for more than three years,discharged the office of county attorney in a county the size of Holt, that his reputation, his charact er and his family be entitled to a fair con sideration and honorable treatment by the county board of the county for whom he has labored faithfully for years, in the attempt to put the people in said county and the gov ernment of said county in a good, solid financial condition. Therefore your petitioner respectfully prays that a committee of three be appoint ed to employ an expert accountant to check up the books, records and accounts of your petitioner as county attorney; that said committee be appointed as follows: One by your petitioner, who hereby names S. B. Howard, one by your honorable body, and these two to elect a third person, these three to compose the committee. That the said committee have power to employ an ex pert accountant (a competent person) and to agree on the compensation said expert shall receive per day for the entire work as the Judgment of the committee is best. That the expenses of said committee and the com pensation agreed upon for the accountant by the committee, be provided for and paid as follows: If the expert shall find that your petitioner is in debt to Holt county one dol lar or one cent your petitioner shall settle all claims of said committee and of said ex pert, but and if the county shall be found to be Indebted to your petitioner, then all claims of said committee and expert are to be paid by the individual members of the board, and that for the purpose of defraying any and all expenses so incurred your peti tioner and the Individual members of the county board shall each deposit in the First National bank or Elkhorn Valley bank of O’Neill the sum of $150 in cash subject to the check of said committee, at the time of the selection of the third member of said com mittee To the end that justice may be done and that your honorable body may know the truth, your petitioner humbly prays that you will take action on this petition forthwith. W. E. Butler, County Attorney of Holt County. We present the foregoing letter to show what Mr. Butler has to say re garding the shortage. He claims credits that have not be given him, but pro dused no evidence to the board that he is entitled to what he claims. The board notified Butler to file a statement by 10 o’clock Wednesday morning or he would be mandamused and compeled to do so. Mr. Butler did not heed this notice. Bntler Resigns. This (Thursday) afternoon Mr. Butler sent his resignation to the board, and it was promptly accepted. This action relieves the populists of a whole lot of worry, but W. R. isn’t out of the woods yet. R. M. Johnson of Stuart was given a preliminary hearing before Justice Slat tery last Monday on the charge of sub ornation in connection with the Kraft Mnnt rape case and was bound over to the district court in the sum of (1,000 This was not a very good week for Bolt county attorneys.
