S. to Rule the Archipelago. The United States Philippine commission issued Tuesday a pro clamation whereby our government assumes supremacy in the Philip pines. The proclamation assures to the people of the Philippines all the “liberty and self-government recon cilable with the maintenance of a wise, just, stable, effective and eco nomical administration of public affairs and compatible with the sovereign and international rights and the obligations of the United States. “The civil rights of the people will be guarded and protected to the fullest extent; religious freedom will be assured and all persons shall be equal and have equal standing in the eyes of the law. “The Philippine people and the islands they occupy will not be used as a means of exploitation. The purpose of the American government is the welfare and advancement of the Philippine people. “There shall be guaranteed an honest and effect civil service in which, to the fullest extent to which it is practical, natives shall be em pioyeu. “The collection and application of all taxes and other revenues will be placed upon a sound, economical basis and the public funds will be applied only to defray the regular and proper expenses incurred by and for the establishment and main tenance of te Philippine government and such general improvement as the public interest may demand. Local funds will be used for local purposes and not to be devoted to other ends. It is believed that the needs of the government will, m a short time, become compatible with a considerable reduction in taxation. “Domestic and foreign trade and commerce, agriculture and industrial pursuits tending toward the general development of the country in the interest of the inhabitants shall be objects of constant care. “Effective provisions will be made for the establishment of elementary schools in which the children of the people may be educated. “Reforms in all departments of the government, all branches of the public service and all corporations closely touching the common life of the people will be undertaken with out delay and effected comfortably with right and justice in a way to satisfy the well-founded demauds and the highest sentiments-and as pirations of the people.” SafEgring Isopls Are you sick?
