We cannot take •' more than three-fourthe of the water out of any stream, but the Minichaduza, the Pinet and many lesser streams still re f . main and constantly ilow and swell the remaining proportions of this same river to fill other canals for different communities farther down stream in the counties of Keys Paha and Boyd. It is generally admitted that this country needs irrigation and thpugh many doubt feasibility, expert ana scientific skill demonstrates the tact that there is .plenty of water in sight for the accom plishment of the desired purpose. The one gfeat and paramount ques Yi tion is how is the thing to be done? Well, I say if there is a proper will thereiseolngto be found a possible way. The undertaking is not such a gigantic thing as it seems to be, and my estimate Is that a ditch 80 feet wide, 0 feet deep and 15 feet at the bottom can be constructed at the following figures: In Cherry for $2,090 per mile; in ltock, Brown and Holt for $1,700; Knox, Ante lope and Madison at $1,900 to $2,100. My scheme does not invite corporation capital seeking the ehighest rate of in terest on invested money, as I think the nation or state should have it done at prime cost and tax back on the bene ficiary land owners a sufficient sum to cover interest by taxing all lands in pro portion to the benefits derived or even nnaalKIn hAon honnflta <A ho (Mioirnrl by the county water superintendent in conjunction with the board of county or township commissioners acting under the authority of the state engineer and in conformity with and under a wise code of laws to be enacted in our slate legislature next winter. But if we cannot have these needed canals and ditches built and operated in accordance with the above plans, then the next best thing is to have the work done by capitalized corporations, as it is a dire necessity. Did you ever think of the splendid possibilities on and along a 900 mile canal with more than 1000 feet fall in the way of water power rights to cities and manufacturing points? In my opinion all the counties of this water circuit should hold aconventlon, andothef districts should do the same, and ask the federal government to do something in the matter. I don’t say that we can \ force Unole Sam to build our system of irrigation, but I know we can force a lot of bright young men, educated at the public's expense in West Point and An napolis, out of a state of idleness and dry rot into a glorious field of useful activity which will redound to our country’s general good. Our army is reported by the news . papers to be over officered, and this being the case, I would have the surplus detailed to make an exhaustive topogra phic survey of the country af tersome such plan as the ordinance survey of Eng land. giving the main lands altitudes and levels, with the number of miner’s inches and horse power of water in all our streams. Here is a long felt want in which I’d like to see my friend, Secretary Morton, make himself a glorious niche on the path of tne im mortals by supplying, and I think it comes within the province of his depart ment, though the requisition of the army officers would possibly require a special act of congress. There is so much to be said and so much to be done in this field, and as this letter is already too long. I’ll close for the present by saying that every man should con stitute himself la committee of one and the chelf one at that, and we will soon - find ourselves entering the golden gate of the promised land, God helping us, as it is said He helps those who help themselves.
