Met calf is the nominee to the olilce of pension agent at Topckn, Kan., and the charge is made in connection with tho clTort to defeat his conilrmntlon. Gen. Metcalf was a major in tho Twentieth Kansas volunteers when tho battle of Caloocan was fought and the charge is that during the battle ho shot with his revolver a Filipino prisoner who was unarmed and at the time on his knees pleading for mercy. Aflldavlts from soldiers in tho Twentieth Kansas have been tiled with the committee and Cnpt. Edward Jlolt wood, late captain of company K, of this regiment, appeared before tho committee in person. He pressed for a full Investigation, saying that tho investigation made by tho war de partment was superficial.
