All appropriation of only $75,000 for rebuilding the penitentiary Is caus ing the board of public lands and buildings much grief. After cutting tl ells down from 180 to 120 the cost of cells will be $17,110 and adding $2,000 for 700 blankets taken from the state militia store house for the use of the convicts, only $11,000 will be left of the appropriation. The new cells will bo placed In the new cell house, but in addition to that expense the board believes it is necessary to tear down and rebuild most of the walls of the old ecllhouse and put on a new roof in order to preserve the structure from destruction. How to proceed with such a small appropria tion Is puzzling the board. If the cost of a good building is at least $100,000, a large debt must be Incurred if the building is erected.
