Ho was a well-known 0. A. It. man and helped found tho order in Vermont. i Tjik republican sub-committee of tho house committee on banking and cur rency laid before tho full committee a. bill "to provide for strengthening tho public credit, for tho relief of tho United States treasury and for tho amendment of the laws relating to na tional blinking associations." The purposo of tho bill is to throw upon tho national banks the entire burden of finding gold for the notes of tho country. Tiik feeling was universal through out oflletal circles in Washington on tho 23d that the culmination of tho Spanish crisis was near at hand. Tho president hold earnest conferences with party leaders of congress and there was exceptional activity towards emergency preparations in tho war and navy departments. Tim navy department at Washing ton, it was said on tho '23(1, had ar ranged to withdraw all its naval olll cers at Havana and will probably ar range to have the wreck of tho ill fated battleship Maine blown up. In response to his open declaration on the Cuban question, Congressman Uroderick, of Kansas, is receiving let tors by tho bundle at Washington from his Kansas constituents, offering their services In case of war with Spain. The letters come from men in all walks of life and offers wore received from several volunteer companies and bat talions. Tub president on the 24th named Judson W. Lyons (colored), of Georgia, us register of tho treasury to succeed the late Itlaneho M. Bruce. PjikbiiikntMuKim.ky, in conference with some of the house congressional leaders on tho 24th, stated emphat ically that ho would avert war if pos sible and expressed his hope that ho could do so. Advioks wore received at Washing-' ton on tho 24th that tho Spanish tor pedo llotilla had sailed from the Ca nary islands for Porto ltlco and it was considered by tho United States gov ernment to involve borlous posslbili- ties. Naval strategists Informed Pres ident McKiuloy that this ileet must not bo allowed to reach western waters. Tho situation was considered, but tho conclusion reached was not known. Ckhtain conservative senators at Washington, whoso purpose It Is to stave oil' a Cuban crisis, have presented a new plan to tho president They propose that this government shall do no more at ilrst than to feed tho starv-1 ing. An appropriation of $250,000 is mentioned as the beginning for this kind of intervention. Tho sum of SV 000,000 is talked of as likely to be needed before tho reconcentrados In Cuba could bo restored to their homes and made self-supporting. Ex-Sknatou Hi.ackiiuu.v, of Ken tucky, Buffered a stroke of paralysis of the heart at Washington on tho 25th. Ho had been to Newport News to at tend tho launching of the battleships tho previous day and had arrived in Washington and was walking from tho boat to his carriage when ho sud- ' denly became unconscious. Later he regained consciousness and ills recov ery was predicted. Commodokk Sciii.ky, at present con nected with tho lighthouse hoard at Washington, has been ordered to com mand tho ilying squadron at Hampton roads, with tho Brooklyn as his flag ship. Piti:sii)KNT MuKini.kv and his cabi net held two extended sessions on tho 25th and considered the report of the court of inquiry Into tho Maine disas ter in detail. Tho findings of the court were that tho battleship was wrecked by an outside explosion, duo i to a submarine mine, tho court being ' unable to ilx the responsibility. Min ister Woodford, at Madrid, was cabled to notify the Spanish government of tho conclusion arrived at by tho court. tlKNKKAI. A dibi'Atoii from Pittsburgh, Pa., stated that the tin plate combination was disrupted and there was such a slaughter in prices that tho Welsh product was practically excluded be cause prices wore so low. Cotton buyers and brokers of Texas wero said to bo alarmed at tho situa tion in their business because they find it impossible to secure insurance on export cotton from either Galves ton or Now Orleans, as tho insurancu people will not accept tho cotton with tho present war cloud hovering over tho country. Tiik house of Edward Ilansmau, at Kent, Minn., was burned early tho other morning and all tho family per ished in tho flames, including Mr. Hansinan, his wife and five children. The bodies were afterwards recovered, burned beyond recognition. Tiik Associated press on tho 27th published a complete abstract of tho report of tho court of Inquiry which Investigated tho wreckage of tho bat tleship Maine, the abstract being ob tained from the report itself. Tho re port Is made up of eight parts. Tho court deduces that a mine was ex ploded under tho ship on the port. side, which caused tho explosion of two magazines. Tho Maine's oflicers wore hold to bo entirely blameless. Tho court also declares that it cannot find evidence to fix the responsibility. Nkiiiiahka was struck by one of tho worst storms of tho season, an Omaha dispateli of the 27th stated. Ten Inches of snow fell through tho state. Sheepmen were apprehensive about their stock, but the wheat Holds were safe, being covered with a thick blan ket of snow. HuNDiticnn of cattle that had been brought into the Osage, Kaw, Otoe and other reservations in tho Indian terri tory from the south have died from ex posure to tho recent cold and wet weather. Htmr Walsh, a farm hand in tho employ of Mrs. Etuuiu Stover, near Brownsville, Wis., quarreled with her and shot her twice with a revolver and then killed himself. Siikuwood S. Cu.mmi.vo, recently re celvlng toller of tho First national bank at Cincinnati, who pleaded guilty to embezzling 828,000 from the bank, was sentenced to five years In tho pen itentiary. Juht before tho Olivette left Havana for Key West, Flu., on the 20th with Capt Slgsbeo on board as a passenger for home, Consul (Senoral Lee, on be half of tho newspaper men, presented tho commander of the wrecked battle ship Maine with a large floral piece in tended to represent a ship. Tho speeches were short and all persons present were much affected. Tkxab cattle owners have leased from the federal government the Kiowa and Comanche Indian territory reserv ations, including about 2,000,000 ucrcs of pasture land. Con'ouksh will be asked by the navy department to adopt a joint resolu tion, already prepared, providing for tho enrollment and organization of tho United States auxiliary naval force for coast defense. Tho pas sago of the resolution will bo urged by Mr. Itoosevolt and Secretary Long, who believe that It Is necessary such an organization shall be perfect ed in order that the government may have properly trained men for the sec ond lino of defense scheme to be worked in connection with tho naval militia. I Mus. Jam: Wixciikstkh, widow of tho founder of tho Winchester Repent ing Arms company, died at New Haven, Conn., aged 0L years. Her estate was estimated to bo worth 40,000,000. I Tiik astronomers of tho University of California at Berkeley on the ) tli had completed their computation of tho comet recently discovered by Prof. Perrlne, of the Lick observatory, and, according to them, it will become brighter and remain in sight for some time. It was said to bo traveling to ward the earth at tho rate of 1,000,000 miles a day. It is visible about font o'clock in the morning. Ma.i. Gkn. Mii.kh, in discussing tho American-Spanish situation, said that the personnel of the United States army was never in a finer condition than it is to-day and, man for man. it was more than a match for any Euro pean power as regarded personnel, equipments, discipline and patriotism, and we had practically the entire able bodied American male population to draw upon to support tho regulars, if necessary. Tiik Madrid Imparcial on tho 25th said: "The United States are brutally forcing Spain into a conflict. To send tho Maine report to con press is equiva lent, to throwing a torch into a barrel of gunpowder." A Chicaoo dispatch stated that George T. Nicholson had been ap pointed general passenger and trafllc manager of the Atchison, Topeka & Santa Fo railway to succeed W. F. White, who died recently. Tho ap pointment is to take effect May 1. Post.mabtkiiMaktin FiBiir.it, of Creek side, Pa., was drowned while attempt ing to ford a creek to get a mail pouch from tho carrier. He was warned not to go, but he said the mails wero more important than his life. Tiik United States attorney general stated that there had not been any writs of injunction or restrainlnir orders issued by federal courts against labor organizations or their members engaged in strikes during the years 1807 and 1808. Ukn. L. W. Coi.nv, of Omaha, Nob., tendered to President McKlnley 25,000 American volunteers for service in Cuba in case of intervention by this government and the offer has been re ferred to tho war department. Colby was several months organizing this corps and ho estimated that it will re quire $1,250,000 to arm and transport it to Cuba, of which about $400,000 has been subscribed. An application to the Ohio state board of health for information as to tho best means of treating rabies in live stock showed a condition approach ing panic in the southern part of Paulding county. Several weeks ago a strange mastiff appeared on the Mc Douough farm and when an attempt was made to feed him ho sprang at McDouough and lacerated his face hor ribly. The dog was at once killed, but he had r.lreudy bitten a number of horses and cows. McDouough has died. A comiiINATion train, made up of a chair coach and six ore cars, on the South Park & Hill Top railroad in Colorado, was blown from tho track on tho 20th and rolled down an em bankment. Eight persons sustained severe cuts and bruises. Tiik steamer Greenland returned from tho seal fisheries to St. Johns, N. F., on tho 20th and reported a terrible disaster. While members of the crow wero traveling among tho icefloes in search of seals a blizzard arose and many of them could not regain tho vessel. Forty-eight men perished and between 50 and 00 were so badly frost bitten that tho amputation of one or more of their limbs will have to be undergouo by all of them. It was feared that other steamers hadsulfered In like manner. At least 14 people wore killed and much loss of property resulted from a tornado that struck Lehigh and Coal Gate on the night of tho 20th and mowed a path to South McAlestor, I. T. Tho dead, so far as known, arc James Seafoam, wife and three chil dren; Alex Pendergrass and family, and Samuel Stinson, wife and five chil dren. Tho homes of several farmers wero picked up and carried away. Tiik Oxford and Cambridge boat race from Putney (ting.) to Mortlako, 4J miles, was won by Oxford In 22 min utes and 15 seconds. Advickb from Port-au-Prince, Hayti, on tho 20th reported a terrible finan cial condition existing there. Tho premium on gold was 220 per cent, tho greatest misery and starvation pre vailed in tho interior and flour cost$:!0 a barrel. Two tramps built a coal fire in an old basin tho other night, put it into u refrigerator car In tho 'Frisco yards al Fayottovllle, Ark., and went to sleep by It, A third tramp climbed into tho car, shut tho door and also went to sleep. In the morning another tramp entered tho car. IIo noticed tho coal smoke, but thought nothing of it and fell asleep. An hour later a tramp, who slept in another car, went to wuke his friends, and found two ol thorn dead and the other two uncon scious. Intknbi: feeling was created among the oflicers of the torpedo boats at Key West. Fla., at the news that the Spanish torpedo llotilla had sailed from tho Canary islands for Porto Rico. They said that tho flotilla was a greater menace to the United States fleet than if all the rest of the Spanish navy was brought to those waters, Por to Rico being nearer Key West than Cuba, Tiik Spanish report of tho board of inquiry into tho cause of tho wreck of the Maine, according to a Madrid dis patch of the 25th, states that it is "scientifically and practically demon strated that tho explosion was inter nal." Hkavv floods have done great dam age at Richmond. Ind. Tito bridge over the Whitewater river was de stroyed, the city electric light plant was drowned out, the streets were badly damaged and many people wero driven from their homes. AIIUITIONAT.. His inventions in this lino became the foundation of tho present newspaper press. Ho also invented tho cracker machine and perfected the preparation of copper and steel plates for use by engravers. Consul Gknkhai. Li:k, at Havana, was advised by President McKlnley of his intention to send a message to con gress on tho 'JSth and tolling him to take precautions for protecting tho lives of himself and other Americans in Cuba in the event of a radical step being taken by congress, an outbreak by tho Spaniards being feared. Tiik United States government has prosonted. through Minister Woodford at Madrid, a carefully prepared note dealing with tho distressing condition of affairs in Cuba, and making clear that this government cannot much longer withhold such definite action as will bring tho present struggle and tho buffering it is occasioning to a close. It can bo stated positively that tho Spanish answer lias been made. I'liANK liKi.HW, at rairtioiu, Uil.. an nounced his intention of pleading guilty to tho murder of his brother and sister. Ho signed a statement in writing that ho committed tho crime, declaring that ho did not know what motive prompted it. Tun levee on tho Wabash river at Sullivan, Ind., gave way on tho night of tho 28th. Twenty thousand acres of land were overflowed and hundreds of families wero rendered homeless and destitute. A mkshaok from tho president on tho findings of tho court in tho Maine dis aster was read in tho senate and tho house on tho 128th and referred to their respectlvo committees on foreign rela tions. Tho death of Congressman Simpkins, of Massachusetts, was then announced in tho two chambers and both tho senate and tho housu ad journed as a mark of respect to his memory. Dear Sir: We are pleased to stale to you that we have found the country in the vi cinity of Alameda fully up to what you and Mr. Keller had represented it to he. It is in fact an ideal location for mixed fanning. The soil is tho best we ever saw, and as the farmers were all busy at thresh ing, we had an excellent chance to see its productive quality, which cannot bo sur passed anvwlierc. The cattle could not he in better condition. We wiw two-year-old steers equal to three-year-olds raised in most places, and these, as all others arc about Alameda, were fed on native hay in winter and herded in summer. As we had previous to this visited tho North western States in behalf of a large number of farm ers, to locate suitable land for mixed farm ing, we ore now in a position to say that tho Alameda district of Western Canada curpasscs them all. The country is equal to that about Thuringen in Germany. We were rather skeptic before starting, and onr intention was to settle in spring, if we were suited, but we, have now decjdctl to move at once that is, as early this fall as we possibly can. Dear Friends of Saginaw: Those desiring to secure a good and sure home will do well to take our advice and examine tho land in the neighborhood of Alameda, as we know tliat everyone who sees this land will he agreeably surprised. Before seeing this land we were partly in doubt as to moving here, but after looking it over wc at once decided to makc our home here, and wc beg those of our friend who are desirous of securing farms not to let this chance slip by, as the soil is of the best and the water cannot be excelled. Dear Sir: Wc have just returned from the West, and were exceedingly well pleased with the country. We are going back to take up our homesteads in early spring. Wc received $35.00 ncr month and board, working for farmers, and the board was the best we ever had the beef and mutton especially were excellent. The fine flavor is owing to the fine grasses which the cattle and sheep feed upon. The people arc very hospitable and treat their hired help with much kindness. The grain is much heavier than here, wheat being 02 lbs. to the bushel, oats 48 lbs. and barley otten SO lbs. Any man with a good team and money enough to buy provisions and seed for six months can become rich there in five years.
