Tun Chicago Times-Herald on the 10th said tho governments of Europe wore exercising a restraining hand up on Spain to prevent her committing a breach of tho world's peace and to in duce her to accept, the inevitable with out resort to force. Tho creditors of Spain, who wore in large measure re sponsible for this diplomatic pressure exerted by their governments, havo decidedly warned Spain she must not make war with America, and that if sho does tlie money to carry on opera tions must come from tlie people of Spain and not from them. The effect of this pressure has been to cool down Spain. Mayok W. P. In a ilood caused by the overflow of streams near Fayetteville, Arlc. four persons were drowned. Three of the bodies were recovered. Wai.ti.u Wki.i.man telegraphed from Washington to tho Chicago Tinics-IIer-aid on the 14 th that President McKln loy had not heard anything about tho report of tho court on the Maine dis aster nor had any member of that tri bunal written a line to the president or conveyed nny information whatever to him, directly or indirectly. The members of the president's cabinet wore also without knowledge of the cause of the disaster. Sknou Bkhnaiu:, the new Spanish minister at Washington, denied em phatically on tho 14th the report that a secret agent of the Spanish govern ment had mndo overtures for settling the Cuban trouble, and that Scnor Coballos, who was said to have made the overtures, was not entitled to speak for the Spanish government.
