All that Is ueccessary to makea sec retary of the board of transportation get up and stamp thejfleor is to ask him if the board has made a decision in the Tibbies case. It will be remembered that a long while ana T. H. Tibbies fil ed a complaint with the board alleging that local rates on all railroads in the state were unreasonable After a leng and Interesting hearing the board de cided that Mr. Tibbies' complaint was defective, that it would have te be am ended so as to make a specific charge as to the extent of alleged unreason ableness. Mr. Tibbies then put up it at 33 l-sj per cent uureaHonable. All this caused a delay and Mr. Tibbies was roasted by some of the pop papers for lack of good faith, and he got so an gry under the caligation that he gave the snap away by showing that the sec retaries themselves drew up the origi nal complaint and had him file it be fore them, and they were the fellows who sat on their own complaint by de ciding that it was defective and should be changed.
