Yesterday tho first regular session of the Fifty-Fifth congress wus launched upon tho un known seas of legislation. Precisely nt 12 o'clock the gavel of Vice Presi dent Ilobart fell and the senate was called to order. The invocation wus delivered by Rev. W. 11. Milburn, tho blind chaplain. Seventy-seven sen ators responded to their names on tho roll call. Tho venerable Mr. Morrill, of Vermont, was first recognized by tho vice president. Ho olfored a reso lution, which passed In the usual form, that tho secretary inform tho house that tho senate was In session and ready to proceed to business. Mr. Allison presented a resolution that a committee of two senators be. appointed, to join a like committee from tho house, to Inform tho presi dent that congress was in session and prepared to receive any communica tion he might desire to make to it. Tho resolution was passed and tho vice president named Senators Allison and Gorman, of Maryland, as the senate committee. A recess was then taken. At 1:30 tho senate reconvened, and the committee consisting of Mr. Alli son nnd Mr. Gorman reported through tho former. He said tho committee, with a like committee from the house, had waited on tho president and In formed hhn that tho two branches of congress wore in session and ready to receive from him any message he might desire to present to them. The president's message was pre sented by Mr. Prudcn, tbe president's assistant secretary, and was at 1:35 laid before tho senate and road. Sen ators gave the closest attention to the reading of tho message, a majority of them following It from printed copies. That part of it which dealt with tho Cuban question and outlined tho policy of tho administration with reference to that question was listened to with particular interest. Tho reading of the message was concluded at 2:50. Mr. Walthall, of Mississippi, was recognized and announced the death of his colleague, J. Z. George, of Mis sissippi. Ho presented the usual reso lution of condolence with the family of tho deceased senator. Charles A. Herry, of Weaverhampton, Eng., was solemn and impressive. The speaker then im mediately directed the clerk to call tbc roll and this showed the presence of 301 members. There wero five vacan cies from death or resignation during tho recess and tho credentials of tho members-elect were read by direction of tho speaker, who theu administered the oath of office to them. On motion of Mr. Hopkins, of Illi nois, tbe clerk was directed to notify the senate that the house was ready for business and on motion of Mr. Dingley, the floor leader, a resolution wus adopted for tho appointment of a committee of three to join tho commit tee of the senate to wait on the presi dent and inform him the congress was ready to receive any communication he desired to make. On motion of Mr. Henderson, of Iowa, a member of tbe committee on rules, the rule at tho extra session for three days' adjournments was vacated and dally sessions to begin at noon each day wero ordered. There being nothing to do but await tbe reception of tho presi dent's message tho house recessed un til 1:30 p. m., when it was read. On motion of Mr. Dingley the mes sage was referred to tbo committee of tbo whole and ordered printed.
