The average rates arc little, If any, below those of the McKin ley bill, and in somu of the schedules they are slightly higher. Specific duties have- been substituted, us far as possible, for nd valorem rates. It is intended to raise from $50,000,000 to $00,000,000 more revenue under the bill than is pro vided by existing laws under similar business conditions.
