PHONUNCIAMENTO.
Tlio Voters of tlio Second Senatorial
District of the rituto of Nebraska:
Gentlemen: Tlio delegates to tlio
People's Independent convention that
waa hold at TecuniBeh August 10, 1800,
placed tno in nomination aa a candldnto
for atato senator, and the nomination I
reluctantly accopt. My reluotanco la
not becauso I do not appreciate the
honors, nor becauso I am unwilling to
act my part in tlio efforts for good gov
ernment, but becauso of tlio fact that
ao far liavo political campaigns and
legislative proceedings departed from
what they Bhould bo that I would pro-
fer not to participate therein, aud can
not participate) in either in such a
manner as to conform to tlio beauideal.
Tlio campaign of brass bands, red
lemonade, tworor cigars and manufac
tured prejudice is the campaign in
which many voters loao sight of the
issues and needs of tlio times, aud aro
carried away by excitement. It la the
opposite of u campaign of education in
which voters look at matters dlspaa
sionately and vote according to the
dictates of their holier judgment.
Again in tlio excitement of a nation
al campaign wo aro apt to forgot tlio
questions that most concern us in tlio
utTaliH of our state and county, and in
selecting men to represent us in our
stato legislature wo aro prone to ask:
"is ho for freo silver?" "Is ho a pro
teotionlBt?" etc., instead of "Will he
look to the interest of the people in
oacli aud every measure before thologi
Mature, or will he give his best efforts
to sumo matters purely partisan, purely
local or purely profitable to himself V"
"Will ho bo an honest representative,
or will ho ho ready to bias legislation
in the intercut of greed and nvorlco'r"'
It is stated upon the best of author!
ty that the expenditures for our state
government Including the appropria
tions for the pioper maiutainatico of
our eleemosynary institutions aro dous
ble what they should bo. Arc there no
wrongs to right, no expenditures to
curtail, no wastes to check, and no
frauds to be uneiuthed that the wrong
may bo righted?
Again, it is publicly charged, and
the charge goes unchallenged, that cor
ruptiou and venality stalk abroad, bias
legislation and influence olllcials. Shall
those things go unchecked, yea, unuoi
ttced, while we devote our time to
wrangling over national questions up
on which the state legislation can have
but a remote and Indirect hearing?
Would it not bo as well to demand that
reform aud economy be brought about
and practiced at homo as well as
ubroad?
For the past ton years I have con
tended that unless it was the election
of United States senators, there has
never been a question or issue in the
' state In whioh republicans and demo
crats stood in diametrical opposition,
or one that has been settled by a
straight party vote- yet every cam
paign has boon fought on party lines
and the voters havo rejoiced or felt re
grets over party victory, while the
wrongs dono by corrupt men or negli
gent olllcials havo been overlooked or
charged up against the political party.
Aro wo willing that this stato of affairs
shall continue, or shall wo endeavor to
at least reduce the number and guard
against the continuance of the evils of
which wo complain
I deeply i egret that so many of my
friends aro disposed to make charts for
my campaign or make suggestions that
I cannot consent to accopt. It may
jiossibly bo necessaiy to success that a
candidate favor one tiling In one com
munity and in another community fa
vor tlio opposite, but 1 wish to say in
all candor and with due deference for
those who suggest this mode of cams
paignlng, that in my judgment the man
who will deceive A. for the sake of
his vote will deceive li. for a like cons
sidoratlon, and will deceive 'both A.
and II. whenever he may proilt by so
doing.
Again, I behevo that it is right that
the voters know bofoio voting just
what tlio several candidates favor or
oppose, that they may vote intelligent
ly and not bo deceived.
Again, while I am anxious to ho
elected, I do not propose to so conduct
myself that 1 cannot, If elected, hold
up my hand and before God.nnd with
out a blush, take the oath required to
be taken by ovory representative beforo
entering upon his duties; or to bo treat
tho man or men who may bo my op
ponent or opponents that I cannot
meet him or them with a feeling that
I have dealt justly with all concerned.
And now in regard to my views on
tho national questions I will any that I
am not only In favor of tho measures
demanded by tho people's independent
party platform, but welcome and will
lend my assistance iw editor of tho
Granger to each and every measure,
regardless of party birth, that In my
judgment is for tlio botterment of the
human family, and to check by legal
and just process the encroachments of
avarice and greed upon the Inherent
rights of tho peoplo. 1 am for W. J.
Bryan for president, J. II. Broady for
congress, Silas A. Ilolcomb for gover
nor, and for tho balanco of the ticket,
not excepting tho candldato for state
senator for the Second senatorial dis
trict. "Very respectfully,
J. H. Dundas.
