If this is actually tho case, thon why spend moro for rooms that nre not as dcsirablo as rooms that can bo had above grado at less coBt? Theso considerations of safety satisfactory sorvlco, and questionable economy havo led a groat many school boards throughout tho Btntes to oli mlnato basements altogether, oxcopt to provido for the mechanical equip ment Tho first floor Is thon two anil ono half foot nbovo grado.
