GAMBLE with SPRINGER and H. SIMON & SONS KEITH NEVILLE FURTflST DISCUSSES THE ASSESSMENT S. ThMft me much rojolding in the of- ! Ace of the county aseoMor, I am re liably informed, when tho paper: ccr jrid tiu announcement that Mic state 'board of equalization had rfcld the :Mtement pi railroad ffpar cent. T! ! 1 rejoicing wm not oauiedtby th- fact that the assessment of railroads had boeii rallied, as one would naturally expect, but because, as ana of ti.- of licIalB expressed it, "now that the as sessment of the railroads has been raised we will see to it that the tax payers of Lincoln county coma across," I This is an unusual sentimont to be ex pressed by a servant of tho people, but no more unusual than tho program conceived by the county aasosKor for the legalized robbery of the ta pay ers of tile county and it is entirely consistent with it. Thoughtful tax pay,ers have asked themsolvoa why tho assessment of property in Lin coln county should be raised 100 per cant or GO per cent of railroads Is only to bo raised 8 per cent. Some sought information on this subject from the county assorfsor and they were Informed that it was because the railroajlH wore already assossed at their full valuation. In refutation of tltlfjj prepost'oroos srate montr'l submit the following Inures tnken from the statement presented by tho railroads themselves to the state board of equalization and assessment In 1917. In that year the gross earn ings from operations of the Union- 'aclflc railroad in Nebraska were $20.- 913,074.48, an average of 522,224,00 per mile The gross expense including taxes was $14,241,598.78, an averaue of $11,780.00 per mile. Tho net income from operation in Nebrnska was $12, CG1.476.70, an average of $10,438.00 per mile or 5 per cent Interest on $208,700.00 per mile. Some states did not do ns well by, the railroads asTMd Nebraska and lest we be unfair In this comparison, let us consider the system s a wiiole. The gross earnlncs for tho same year on tho whole system were $C8,G6G,373.89. The operating ex pense including taxes was $40,343.- G52.00. The net profits were $28,322.- 21.00, an average of $3,700.00 per mile or 5 per cent interest on S74.000.00. Tho earnings of the coninanv worn distributed as follows: $3,274,488.00 was spet ror tile betterment of the road; $3,981,174.00 regular dividend on preforred stock; $17,783,320.00 reg ular dividend to the common stock holders and In addition an extra divi- Jend of $4,455,830.00 was declared. Tlu capital stock of tho company amounts to $321,835,100.00: the funded debt represented by bonds Is $214,905,301; tho total capitalization of the system is $53G,740,4G1.00 or an average of $G7,GG2.00 per mile. The assessment of the tangible property of the railroad was $13,830.00 per mile and of the in tangible property $7,682.00 per mile, making a total assessment of $21, 512.00 per mile. The common stock of tho Union Pacific is ouoted this morning at $114.00 per share; the bonds at $95.00 or approximately $10 moro per hundred thnn LKberty Bonds which are secured by tho resources of the whole county. It follows there fore that the road is not over capital ized, for if it was not earning on its capitalization Its stock would not bo soiling noovo par. certainly no one will argue- that a road capitalized for ?G7,GG2.00 per mllle, earning 5 per cent on $208,700.00 per mile in Nebraska and $74,000.00 iper mile throughout the nj.aicm la ubsushuu ai lis mil vaiue when the assessment is only $21,512.00 per mile. On the dny that County Assessor Allen prepared his statement for The rrlbuno declaring that he did not stand for unreasonable assessment of property, a precinct assessor outside tho corporate limits of North Platte made a return on three ipleces of un cultivated land at a valuation npprox lmatoly 400 per cent more than the properties had been assessed for here tofore. Ho was told by. tho county as sessor that tho assessment was not h'gh enough and tho properties "were tron given a valuation approximately 500 per cent greater than tho previous assessment. This no doubt, comes un der the-head of the equalization men tioned in tho assessor's published statement. Dally returns mode by tax payers on automobiles In Lincoln county are be ing raised In tho county assessor s of-. nee. useu medium priced cars being put In from $800.00 to $200,0.00. Ford cars being assessed as high as $770.00. Models of tho current year being as sessed generally for their full pur chase iprlce In splto of tho fact that tho County, Assesspr is well nwnre tho average assessment throughout Nebraska has been only $3S0.00 per car approximately and in tho face of tho fnct that an automobile run around the block becomes a used car for pur poses of salo or trnde. Tho increased wssessmont of from 75 to 300 por cent In tho First and Sec ond wnrds of North Platte has, I am Informed not been lowered nt r the Second vnrd ond no great reduc- ton has boon ordored in tho First wnrd of North Plntto. Are these facts consistent with tho county assessor published statement that ho favors a reasonable assessment of proporty In Lincoln county? If a highwayman pokes a gun uder tho noso of n person and domnnds his valuables It Is usually good Judgment. to offor him ovory facility. It probably will happen but onco In u llfo tlmo nnd it might bo much worso. If this system of logallzod robbory Is fnstoned upon tho tax payors of Lincoln county it monns that on tho 1st of -ftlny for the next four yoar at least thoy will have to ,pay, nnti no one can toll how much longer. Tho county nssossor deplores tho fact that tax payors aro showing nn Inclination to protect tholr pocket books. Ho invites thorn to come per sonally nnd coitsult with him about tho 1st of Juno when tho books nre made up. How many tnx payors In .Lincoln county enn afford to take time . irom uioir wori$ or ousiness to con sult with tho county assessor concern- KEITH THEATRE north plaIte ' ' ' ' "p" ONDAY ANDTUESDAY. There is only one way for the tax payers of tho county to safe guard their interests, hoici public meetings in the various pre cincts, appoint committees to secure data and to represpnt all of the tax payers before the county assessor and If necessary before tne Jjoaru 01 Equalization and in the courts. In this manner and in thjs manner alone can the tax payers as a whole safe guard their Interests, and this method should appeal to the county assessor If his declarations are sincere for it will be much easier for him to deal with committees from the several commun ities of the county than with the tax payers as .individuals.
