The grand offensive of tho Austrlans
In Italy, n failure almost from the
start, developed Into a defeat, and
then suddenly Into a disastrous rout
last week. Tho hungry armies of Em
peror Charles, unable to advance
against the gallant Italians nnd their
allies, took advantage of the sudden
subsidence of tho flood In tho Plavo
to retreat under cover of darkness, but
the dnwn of Sunday revealed their
movements nnd General Diaz struck
swiftly. From the Montello to tho sea
tho. Italian artillery poured a murder
ous fire Into the throngs of Austrlans
who, abandoning their guns, were try
ing to get across tho river. Then the
Infantry, nnd even tho cavalry men,
wore called into action and speedily
complctod tho rout. The Plavo was
almost choked with the enemy's dead.
"Within two days tho Austrlans had
not only lost all the ground they
gained in their first rush, but had
been driven entirely across the river
to and In some cases beyond their for
mer lines. Their losses were con
servatively estimated at 250,000 in
killed, wounded and prisoners. In ad
dition the Italians captured great num
bers of guns nnd quantities of muni
tions and equipment.
The Austrian rear guards fought
most stubbornly at the Montello und
nt tho Zenson bend, those nt the latter
place protecting the two remninlng
permanent bridges between there and
tho mouth of the river. The enemy
suffered severely from the work of
the allied air forces and in tlds tho
new American aviators were con
spicuous. All Italy celebrated the great vic
tory and the overenthuslastlc, there
as elsewhere, expected the Itullau
army to follow It up by driving tho
Austrlans out of tho country. Hut
General Diaz Is too wise to fall Into a
trap similar to the one that caught
the enemy. The Austrlans have been
there long enough to have organized a
very strong defensive line, and more
over, the Germans were rushing troops
to their support all lust week. Diaz
did not fall to follow up his advan
tage in tho mountain region, however,
for It 18 there that the next attack Is
expected, ills troops Improved their
positions very considerably, especial
ly nt Monte Grappa, the height that
Is the key to the passage down to the
plains' between the Urentn nnd the
I'inve.

In tho dunl monarchy the disaster
on the Plave only accentuated the
'serious Internal conditions, further
'encouraging the rebellious Czechs and
Slovaks and Slavs, and Increasing the
general demand for food and peace.
The government has neither tho ono
nor the other to offer, for botli are
Hinder tho control of Germany, The

Hungary, but a noto of warning Is

disaffected peoples are separate and

German military leaders were re
ported very much disgusted with the
failure of their Austrian allies, andl
It Is believed they will now try their
hnnd again on the west front in
Franco or Flanders. Their arrange
ments for a resumption of the offen
sive were said last week to be about
completed, nnd a great increase in the
activity In the air heralded n new
drive. But the comparative calm of
several weeks had enabled the allies,
also to prepare, and their command
ers expressed the utmost confidence In
their ability to stop the Huns again,
wherever they might elect to attack.
Early in tho week tho American gov
ernment let It bo known that there
were then In France 900,000 Ameri
cans, of whom 050,000 were combat
ants, nnd that by July 1 the number
would bo. 1,000,000. These men are
being put into tho front Hues with ex
traordinary rapidity, and are now
holding sectors of varying length in
at least six places.
Tho Americans in tho Chateau
Thierry region wero the heroes of the
main operation on the west front last
week. Finding the Germans had es
tablished machine-gun nests In a cor
ner of Belleau wood, they routed them
out completely in a swift and brilliant
night action, and then went on to
clean up an enemy stronghold south
of the village of Torcy. This re
quired seven hours of fierce fighting,
but at tho end of that tlmo the Amer
icans wero in undisputed possession
of tho objective, a wooded hill which
commands the German positions In
either direction. They had killed some
700 Huns and captured several hun
dred more, including a dozen officers.
The work of the artillery In this op
eration was remarkablo. The losses
of tho Americans were not out of pro
portion to tho Importance of tho re
sults.

As usual after a big. offensive, Ger
many put forth another peace feeler,
though without waiting for the full
measure of Austria's failure to de
velop. This time Dr. Von Kuchlmunn,
secretary of, foreign affairs, was the
mouthpiece. His address in the relchs
tag not ouly was received with scorn
by the allies, but served to arouse the
anger of most of his own countrymen,
for two reasons. First, he admitted
that the central powers no longer had
a chance to win victory by force
alone ; second, he declared that Itussla
was chiefly to blame for the war, and
that France and England were next In
order of culpability. So far as war
alius and pence offers were concerned
he said nothing now. The relchstng
heard his address in gloomy silence
and then the party leaders attacked
It bitterly. It was reported Thursday
that Dr. Von Kuchlmnnn was about to
resign. He might be given n Job as
court Jester in view of hts statement
that a preliminary condition of tho
exchange of peace views "must be a
certain degree of mutual confidence In
each other's honesty and chivalry."
Tho honesty and chivalry of Germany
lie at tho bottom of tho ocean with
the Lusltnula, In the ruins of ravished
Belgium and In the wreckage of
bombed Ited Cross hospitals.

Itussla came to the front again last
week In a sensational way. First was
the uows, first denied nnd then con
firmed, tliiit Nicholas, the former czar,
had been killed by the bolshcvlkl at
Ekaterinburg. One story said ho was
assassinated by soviet troops during
their retreat to that city. Another re
port was that the bolshovlk authorities
there had convicted him after n short
trial, condemned him to death and
shot him.
Then word enmo from Moscow that
Grand Duko Michael Alexandrovltch,
a younger brother of the deposed
ruler, had put himself at the head of
the new Siberian government nnd Is
sued a manifesto to the Russian peo
pie. The Czecho-Slovak army In Si
beria was reported to huve taken
Irkutsk and to be fighting In Ekaterin
burg, and, wtoat Is more remarkable,
It is said to be commanded by General
Alexleff, former Russian communder
In chief. t
Meanwhile, tho allies have been try
ing to determine what they can do to
aid Russia and rid her Of her Teuton
conquerors. President Wilson do-'
clarcd himself for peaceful, not force
ful Intervention, nnd it ls probablo a
commission of distinguished men, per
haps including representatives of alt
tho allied nations, will be sent wltb
offers of assistance and powers to ar
range a plan of co-operntlon. Keren
sky, who uppeured unexpectedly In.
London on ids way to America, Is con
fident Russia will soon rejbln In the
flght against the central powers. He
nnd other Russian leaders, however,,
agree that tho country will not toler
ute foreign intervention In its internal
affairs. It is economical and financial
aid that Russia needs, and needs at
once.
Tho Germans, in southern Russln
are making their way toward Smol
ensk, probably en route to Moscow,
despite the protests of the bolshevik
foreign minister. They also huve
landed a strong force at Poti, on the
enstern const of the Black sea.
In eastern Siberia General SemenofT
and his nnti-bolshevik army, after
having been driven across the Man
chuTlnn border, nre again advancing,
because the forces opposing them,
were ordered to the protection of
Irkutsk.
Germnny Is now receiving some food
supplies from Ukraine, but these are
mostly from tho Germaa army com
missariat which buys them from the
peasants at exorbitant prices. '
Secretary of War Baker seemingly
changed his mind suddenly about ex
tending the draft age limits, for last
week he and General March, chief of
staff, appeared before the senate com
mittee and agreed in urging that leg
islation to that. end be postponed until
the fall. At that time, they said, the
wnr department would be able to sub

diate action Senator Hitchcock said:

Now, the highest estimate of the num
ber of men we can have In France at
that time Is 1,450,000. so that we will
have In this country when this con
gress reconvenes after its proposed re
cess In September over 2,000,000 men.""
