Townloy la tho Tolls.
No surprise need bo occasioned by
tho arrest or A. C. Townloy, national
president of tho Non-PartlBan League
by officers of tho United States gov
ernment, charged with conspiracy to
Influence American citizens to not on
iist In tho war against Gorniany. It
Is not probable that tho government
would risk an arrest without sufficient
ovldonco to sustain Its charges.
Tho Non-Partlsan League was or
ganized a few years ago In North
Dakota by this man Townloy and a
fow associates, and last year cleaned
up ovorythlng politically worth whilo
In that Btato. Townloy appears to
have boon something of an adventurer,
and has rccontly gono through tho
bankruptcy court with liabilities of
about one-third of a million as against
assets amounting to only llvo hundred
dollars.
It Is not believed that In tho be
ginning tho Non-Partlsan League was
intondod to bo an non-patriotic or
ganization, but there is a lurking and
growing suspicion that it has boon
seized upon by German propagandists
with tho intention of using it to crcato
a Borloii3 diversion in tho farming
stato of tho middle west, and that its
purposo furthorhas boon to draw Into
its organization pro-German farmers.
A careful scrunlty of the member
ship In Nebraska, so far as tho same
is known, shows tho presonco of many
v.'oll lntenlloned farmers whoso pa
triotism and loyalty aro not question
ed, but appears to be Just as true
that it bus drawn almost to a man
upon those who aro In sympathy with
Gorniany, and not in sympathy with
America in this war. This may bo
moroly circumstantial, but It Is nover-tlio-loss
significant.
Tho speech that brought Sonator
LaFollotto Into disrepute was mado at
St. Paul upon tho Invitation of tho
Non-Partlsan League Tho result was
that LaFollotto was everywhere and
at once branded 'traitor," and tho or
ganization that sponsored him ha
been undor suspicion, with occasional
Investigations by tho national and
stato councils of defense of parties
charged with disloyal or unpatriotic
Bontlinonts. Thoso oxprosslons bavo
howovor as a rulo been carefully
guurded and 'members have generally
boon very reticent rogardlng tho
Leaguo's affairs.
It Is known that tho I. W. W. 1b
financed with Gormnn money. If tho
samo should bo found to bo truo of
tho Non-Partisan Lenguo tho govern
ment will ery quickly put an end
to tho activities or Its promoters.
