Sam M. Souder, the republican candidate for County
Treasurer, was bora In Washington county, Nebraska, In
188G and moved to Deer Creek Precinct, Lincoln county,
with his parents in 1892, where ho has slnco spent most of
his time. When reachng young manhood ho attended Hast
ings College. He later returned to Deer Creek Precinct
and engaged In farming.
Mr. Souder Is a Lincoln county boy, coming direct from
tho farm to his present position as Assistant County Treasure;-.
He has been trained along business methods and his
records In tho office show that ho can apply those meth
ods to tho county affairs. He has never held office by elec
tion, but has had four years experience as Assistant Coun
ty Treasurer and by the very nature of this work a person
is well schooled in tho duties of County Treasurer which
is ono of the best preparatory courses a person could have
for the office. His records will show for themselves that
he has made good and ho is In a position to administer tho
county affairs in a progressive and business like manner.
He has no connection with any other business, therefore
can give tho office his undivided attention.
When a voter casts his ballot for a man ho likes to feel
that that man is competent. No ono will deny that Sam
Souder is fully competent, obliging and pleasant, and Is al

Mr. Salisbury has given unusual satisfaction In this of--fice
during, the past term, and his attention ,to public busi-r

In Art Salisbury the public gets value received from a
public officer. Ho works quickly and covers a great deal
of ground and comes In contact with all parts of tho county. ,
His office is one which necessarily brings about unpleasant . -situations,
but Salisbury, has always performed hlg duty
with kindness and consideration to tho unfortunate and
has saved tho County and litigants much expense by help
ing to settle private differences out of court and his fair

Captain Halllgan was bom In Ognlnllajn 1S87, camo to
North Platto in 1895 whero he has slnco resided. Ho grad
uated from the North Platte High School in 190G; from tho
Academic Department of tho State University In 1910, and
from tho Law Department of tho Stnto University In 1912;
after his graduation ho bocamo associated with tho firm of
' Wilcox and Halllgan and has practiced law In Lincoln
County in connection with that firm up to July 1st, 191C,
when ho enlisted In Company B, Cth Nebraska Infantry,
nnd was by tho company elected Captain, with his company
ho wns mustered into tho United States Army shortly aftor
and was sent to the border whero he is nt tho present
time.
When tho Company wns mustered into tho United
States service it was thought war with Mexico was ln
ovitablo, but It Is now conceded that there will bo no war
with Mexico, and Captain Halllgan Is expected to bo homo
beforo olection.
Tho Nebraska troops aro tho noxt troops in lino to bo
ordered home, and it Is now expectod that thoy will be
sent back not later than November 1st; In any event it
'; may bo stated positively that if elected Captain Halllgan
will be on hand to assumo tho duties of his office January
first, 1917.
Captain Halllgan was appointed County Attornoy-of
Arthur County In 1914 and has acted in that capacity for
that County up to tho present time. Ho had charge of n
case In tho Supremo Court for Arthur County Involving
tho legal existence nnd organization of Arthur County, and
after a hotly contested enso won against distinguished
counsel; and at this tlmo he ban chnrgo of n caso for Ar
. v fhur County in tho Supremo Court Involving a strip of
territory about four mlle3 wldo running the ontlro length
of Arthur County and clnlmcd by both Arthur and Gar
' den Counties.
Should Captain Hnlligan be elected ho will conduct
the legal nffairs of this county without tho county being
put to the expense of hiring extra legal talent to assist
tho County Attorney, a thing which has cost Lincoln Coun
ty large sums in the past.
Furthermore If elected ho will enforce overy law upon
the Statutes Including tho prohibitory nmondmont if tho
.same 1b adopted.
Captain Halllgan Is not hero during tho campaign but
is on the border wearing the uniform of his countjy in
obedience to the call ct the President for men to protect
the border against tho murderous invasion of Mexicans.
Surely tho patriotic people of Lincoln County will con
cede that ho Is excused for not being present In tho cam
paign, and on election day will see to It that his interests
are protected.

Mr. Allen was born In Omaha In June, 1883. Ho' has
been a resident of Western Nebraska for more than 29
years, moving with his parents to Gothenburg In tho early
part of 1887, and from thence into Walkor precluct in tho
southeast part of Lincoln County, In March, 1895, remain
ing a continuous resident of tho County ever since.
He obtained a High School education at Farnam High
School, and received a special training course at Franklin
Academy, he has taught school In Lincoln County for six
years, and for five years has boon Deputy County Clerk,
thoroughly acquainting himself with the County Records,
as well aB with tho duties connected with tho office of
County Clerk.
Being a man of a gonial and pleasing disposition, ho
makes friends with all that ho meets, and having a wlll
ingnoss to servo tho public to tho best of his ability, and
if elected County Clerk ho will do his be3t to conduct the
affairs of tho County Clerk's cfflco in a buslnoss-llke man
ner. He having no othor Interests or buslnoss connec
tions, places Mr. Allen In a position whereby he can and

member Stato Central Committee, Rccolvor of tho U. S.

ance business, has had 20 years experience as an adjust
er, was a member of tho 34th session of tho legislature and
