"Tho government," declared the bishop, "has done everything possible to keep tho morals of the soldiers on the border at a high standurd. No saloons or houses of 111 repute aro allowed within a radius of threo miles from the camp, stated the bishop. Thoro Is only ono placo on tho outskirts of Mercedes, the Texas town threo miles from Llnno Grande, where liquor can be secured. This is a beer saloon and no other Intoxicants aro sold. "During tho four weeks I was with tho boys," said tho bishop, "I never aaw one intoxicated solulor. I never even saw ono who showed any signs of being under tho influence of liquor." Food nnd the sanitary conditions nre of the best, reported Bishop Beecher. Practically tho only illness that tho boys havo suffered slnco on camping on tho border is from ty phoid JnocuMlon. Every soldier Is In culated three times as a typhoid pre vontatlve. Ono of the threo alwnys made, tho soldier sick; some of tho boys being in the hospital for several days. Bishop Beecher was ill five days, Llano Grande is located threo miles from Mercedes. The soil at tho point of encampment is sandy, which makes for excellent drainage. Tho boys havo their tents entrenched and a perfect system of drnlnnirn has hnon worked out for enmn. AUhoueh thorp, are heavy rains falling almost daily dur ing this season the grounds arc kept dry. Tho boys now have cots, which they lacked upon their arrival at camp. Jivery morning niter breakfast a thorough inspection is made. Tho men and their equipment, the tents and grounds aro inspected, the cook, his utensils and even his appearance Is taken noto of", Bald thofbishop. In cinorators of brick have been erected to burn all tho refuse coming from tho cooks' tent and in fact anything that Is not wnnted In and about the camp. There arc vory few flies at camp, roported the bishop, but tho boys are being troubled with millions of small gnats. Thcso Utile pests are said to bo a temporary nuisance, however, Tho food, said tho bishop, is simple but wholesome and there is plenty of It. Tho officers of tho Fifth regiment havo divided thomselvcs into small groups to eat with privates. Thoro Is no officers' mess, tho lattor eating tho same food and from the same cook shacks sorving tho privates "It, is pretty hard," remarked tho bishop, "to smile and say you had a flno meal today, but tho food is all that a reasonable man could" expect under tho circumstances."
