Resolution.
Passed by tho Lincoln county re
publican convention, Saturday, July
Whoreas tho water problem In tho
North Platte river has become acute
again this year because of tho illegal
and wrongful acts of tho Reclamation

Whereas two years ago the North
Platte river became dry and the lr
ngnuon uucnea snut down by reauon
or tno fact that the tederul reclama
tlon officials Impounded water In tho
Pathfinder Reservlor from the regular
flow of tho river, at a time when it
was required 'by iwutor users lower
down on the stream In Nebraska, and
said reclamation servlco did not re
leaso the waters unitll several weeks
Injury had been dono to the crons:
wjiereus the situation has again
nccamo critical tills year and tho re
cords of tho reclamation officials
themselves shows, that In tho lntlter
part of Juno tlio fedornl government
wore Impounding and taking from the
regular now of the Platte river from
1300 to 1800 second feet of water,
which belonged to (the water users In
Western Nobraska In the order" of
their priority, nnd which fact caused
tho North Platte rlvor to go dry at
certain places and by reason thorof
tno stato engineer closed our dutches
Whereas tho Roulamatlon net nro
vldos Mint the federal administration
of tho watora shall bo under tho con
trol of said lams, and as a mutter of
fudt tho Reclamation service have re
fused to obey the state laws, have re
fused to comply with tho requests;

Whoras both tho sennto and house
of tho last Nebraska legislature
passed a resolution which Is found on
page 157 of tho Nebraska Houso Jour
nal, which directed the attorney gen
oral of Nebraska to proceed In the
courts and prdtect tho rights of No
liraaka citizens to the waters of tho
Pathfinder reservoir, nnd urged tho
icucrni consrrepm in ini t" f"nnt
Joint Resolution No 180 f hi'hh
the stno of Xebraska to sueJie fed
eral officials to determine our rights
In tho roBcrvoir.
Whereas official records of the Re
clamation servlco show that there Is
now ovor 700,000 acre feet of water
Im'pounded in the Pathfinder Reser
voir and that 'theno will bo more than
425.000 acre feet of this loft as a
surplus unused at tho end of the sea
son with the present attitude of the
Reclamation service. That a release
of waiter sufficient to keep the river
flowing during the balanco of tho
present Irlgatlon season will still
leave more than 300,000 acre feet sur
plus for tho government to keep over
for next your.
Therefore be It resolved that we, the
republicans of Lincoln county In the
county convention assembled do here
by urge tho attorney general of the
state of Nebraska and the state Irri
gation board to at once order tho
Reclamation service to release the
surplus waters "hat Is In tho reser

purposes.
Bo It further resolved that we urge
our Nebraska senators and represen
tatives In congress to secure the pas
sago of a resolution attached Ito the
Power Bill which Is about to pass,
similar to the resolution now attached
thereto authorizing Colorado to bring
a similar suit, so us to permit Ithc
state of Nebraska to .enforce Its rights
In tho North Platte rlvor as against
the Reclamation service In the courts
of this state.
Be It further resolved that copies of
this resolution bo sent to tho attorney
general and the state engineer, our
representatives and senators In Wash
ington, and that our delegates from
Ithla county to the stato convention bo
urged to securo a similar resolution
from tho republican state convention
