CANADIAN LANDS
Untruthful Reports Circulated by
Interested Parties.
Defaming a neighbor at tho expenso
of tho truth does not help those who are
feullty of tho practice, and it may bo
said that thoso spreading false re
ports about Canadian lands, in tho
hope that they may secure customers
for their own, will certainly fail of
their purpose. Falao statements so
maliciously circulated will sooner or
later bo disproved. And, as in tho
caso of tho lands of Western Canada,
tho fertility of which is now so woll
known to people of every state in the
United States, tho folly of this work
shows an exceeding short sighted
nesB on tho part of those guilty of tho
practice.
Tho present war has given some of
these people tho opportunity to exer
else their art, but In doing It they are'
only arousing the curiosity of those
who read tho statements and a trifling
Investigation will only reveal their un
truthfulness. A ,vcry foolish statement has re
cently appeared In a number of pa
pers, reading In part ns follows:
"II. is believed that as a result of tho
war tax on land imposed by tho Cana
dian Government a number of former
Dakota farmers who went to tho Brit
ish Northwest will bo compelled to re
turn to tho United States. Informa
tion has been received that the tax
will amount to about $500 for each
farm of 160 acres, which In tho case
of many of tho former residents of tho
two Dakotas would practically amount
to confiscation."
To show that the public has doubt
ed, hundreds of inquiries havo been
made the Government at Ottawa,
Canada, only to bring out tho most em
phatic denial. A full-fledged lie of this
kind has, of course, only a short life,
and will tell in the end against those
who forge It and spread It, but, as a
Winnipeg paper pointB out, it Is most
complimentary to tho agricultural pos
sibilities of Western Canada to And
that rival farming propositions need
audacious mendacity of this descrip
tion to help them.
What is tho truth? The Saskatche
wan Government lias authorized a levy
of ?10 per quarter section on unculti
vated lands owned by non-residents.
Tho Alberta Government has Imposed
a Provincial tax of 10 mills on the as
sessed valuo of all uncultivated lands.
There aro somo special applications of
theso taxes, but tho main provisions
are as above. Thoso vacant lands
held by non-residents in Western Can
ada form a grave problem. They aro
making for poor communities, poor
schools and poor social and economic
conditions generally. By having them
cultivated the owners as well as the
districts in which they are located
will benefit alike. It Is for this reason
that tho Government has recently
asked tho co-operation of tho non-residents.
Tho high prico of grain for
somo years to come, and the general
splendid character of Western Canada
land will make tho question well

Smithsonian Hears of More Great 'Sea Serpents
WASHINGTON.Omclals of tho Smithsonian institution consider tho re
ceipt of sea serpent stories merely a part of the day'B work nnd refuse
to bo In tho least excited by telegrams or letters telling of the discovery of
tho marino monster. Two such re
ports came to them recently, how
ever, that woro somewhat interesting.
Ono told of tho finding of tho re
mains of a serpent at Indian Rocks,
on tho west coast of Florida not far
from St. Petersburg. Tho creature
was described as fully 40 feet long,
with a hugo head, and If It was ndt
a veritable sea serpent, tho oldest
fisherman on the coast did not know
what It was. Unfortunately, no
scientist was at hand to preserve the
remains, and neither was anyone there with a camera. The other sea mon
ster, discovered on Derniero Island, Louisiana, was described as a hugo fish,
"80 feet long and with an estimated weight of 90 tons lfjO.OOO pounds
with the head of an elephant with ivory tuskB, tho snout of an alligator and
tho body of a whale." This, the officials assert, probably is tho carcass of a
whale of unusual size,.
Most frequently the fish which Is mistaken for a Boa serpent is tho
thrasher shark, which grows to a length of 20 feet or more. This shark is
commonly known to fishermen In northern Atlantic waters, In tho Mediter
ranean sea and also off the coast of California as the "swingle-tailed shark,"
because of the great length of its tail. Frequently when a number of these
sharks travel together there Is tho appearance of an extraordinarily long fish,
and tho long tails, which aro used to thrash through tho water, support the
belief that a sea serpent has been seen.
What America Lacks in Way of Art Education

Levy, editor of the American Art
Annual. In the study which Miss
Levy has made she has outlined tho
history of the movement in this coun
try and has described tho system of
management of tho various institu
tions; including tho academic schools,
schools of design and industrial art,

whilo great progress has been made in tho development of many art schools
In this country, art education as a whole lacks co-ordination, that Americans
apparently havo begun at tho wrong end, having many schools devoted to
academic work in contrast to a few industrial art schools. It is believed that
much can be done by tho federal, state and municipal governments in tho
way of encouraging the progress of fine and Industrial artB in tho United
States by establishing a system of scholarships similar to tho practice In a
number of European systems. There a system of small scholarships has
been developed which gradually eliminates the less talented pupils, but gives
1 continued and Increasing support to tho unusually gifted.
According to Miss Levy, the Centennial exposition in Philadelphia in
187G, stimulated a new interest in art nnd art education In America. She
credits tho Columbian exposition in Chicago in 1893, nnd the Louisiana Pur
chase exposition, in 1904, as giving added impetus to tho art movement in tho
United States, and expresses tho belief that the Panama-Pacific exposition,
in San Francisco during the coming year, will bring about a great awakening
in art on the Pacific coast.
When Adamson Appeared in New Suit of Clothes
ILLIAM CHARLES ADAMSON, representative from Georgia for tho past
10 years and chairman of tho house committee on Interstate and foreign
commerce, has a new suit of clothes. This announcement would not bo made
but for tho reason that Judge Adam-
son seemed a bit hurt the other day
when ho strode in before about thirty
of his colleagues attired in tho new
purchase and nobody noticed it.
Adamson has been careless of his
clothing, save that ho has shown a
particular fondness for bright red
neckties and red vests, and his cult
usually fits him about as gracefully
as a shirt on a beanpole. He does
not care, so long as he Is comfortable,
but so much comment had been made
on his wearing apparel, both verbal and published, that the Judge, as ho Is
familiarly known, decided to tone up a bit. Accordingly ho bought this new
suit and wandered In where tho crowd was thickest, In tho house lobby, to
show it off. He strutted up and down tho lobby several times and finally
blurted out:
"Well, I don't seo any uso in buying a new suit if nobody is going to say
anything about it."
Whereupon conversation ceased and Adamson was "given tho onco over"
0y about thirty pairs of eyes, and instead of compliments the remarks wore,
"Where did you get it?" "How did It happen?" et cetera. He said:
"You see, they wanted to charge me $14 for this sme suit, but I thought
that was too much and so I waited until they had a marked down sale and
got it for $10."
In summer Adamson is one of tho first to don an all-whlto costume, in
cluding white canvas shoes and white socks, and tho suit usually haB tho
appearance of having been used also as pajamas at night. It is therefore an
event when Adamson puts on a new suit.

that "
But Allen had hustled along.
Inasmuch as it takes about forty minutes to call tho roll, Young and tho
reBt of the Y's, and a lot more congressmen with lucky initials can take thoir
time. At tho end of a two-year term In congress a man with tho right aort
of an initial letter ought to gain at least seven or eight weeks of sare Umr
