Detailed studios of local road build
ing systems in 100 counties aro now
being carried on by tho agricultural
depnrtmont In co-operation with tho
state highway departments and local
road authorities.
The purpose of this study is to dis
cover the points of excellence and de
fects In existing local mothods of
building and maintaining roads which
will aid tho state authorities to put
local toad manngemont on a aystema
tlzed basis. The cooperating statn
authorities have been askod to desig
nate counties that prosent typical and
Macadamized Road In West Virginia.
exceptional features as to topography,
churacter of road materials, methods
of construction and maintenance, nd
minlstiatlvo organization, methods of
road financing, and traffic conditions.
From theso lists 100 counties will bo
selected, and In these counties the
division of road economics will make
Intensive studies.
This investigation is prompted by
tho fact that there Is at present very
little knowledge as to the most efr
fectlvo nnd economical methods by
which a county can develop Its roads.
At present tho methods of financing
local road improvements vary from
calling on farmers for a certain num
ber of days' labor In lieu of a road tax,
or tho use of county prisoners in road
coiibtruction, to bond Issues or main
tenance of roads from dramshop
licenso funds.
The department will study nil of
theso systems with the view to deter
mining what system or combination of
systems works best In actual prac
tise. There Is, moreover, at prehent no
standard 'system of keeping accounts
for road building and maintenance,
and as a result, while somo counties
know to a penny tho purpose for
which money wns spent, others have
no definite check or reporting system.
Among various counties with the samo
conditions cost for excavation or other
lnbor is anything but uniform, and
many counties, because of the ab
sence of definite knowledge, fall to
uso local and cheap materials, and
construct roads which are unnecessar
ily expensive for their purpose, or
which will' wear out before the boml
Issues are redeemed. Tho Investiga
tion will include a careful study of
tho uso of convict labor In road con
struction. In connection with the sclentlllc
study tho department's highway en
gineers will advise freely with local
officials ns to Improvements, and thus
Ulvo each county visited tho advantage
of direct co-oporatlon, engineering su
pervision, and assistance.
Theso Investigations, It is believed,
will yield important economic data
bearing especially on the benefits and
burdens of road Improvement and
showing the extent to which financial
outlay under given typical conditions
Is Justifiable.

meats aro manifesting great interest
and aro co-operating cordially In this
work These data when obtained will
bo published and thus made accessible
to all county and stato road officials
