MILITANT SUFFRAGETTISM Hffi COST GREAT BRITAIN (WOOD TO BATE Conditions in England Undoubtedly Are Rapidly Verging to the Point Where a Bitter and Merciless War Will Be Waged "Let i Them Die," Is Becoming Slogan of Englishmen Regard ing Imprisoned Women Who Refuse to Eat. London. "Lot them die!" Yes, but will thoy dlo unavenged? Will tho fa talities bo all on ono sldo? Theso aro tho questions eerlous Englishmen ask themselves today and tho answers aro not comforting. Militant suffragettlmn is undoubtedly verging rapidly to open bloodshed. Mrs. Pankhurst onco said that to make an Englishman pay attention to anything you must hit him between tho eyes with a brick. It was on this theory that nho started a campaign of milltantlsm. or as sho put it, open rqvo- lutlon against man-made government and man-mnde Institutions. Ab tho desired results failed to bo produced tho BUffragettcs havo in creased tho doso. Tho first sorlous out rages on property woro In 912. Prior to that they had been only Isolated cases, such as window breaking at tho homo of tho premier. Slnco 1912 tho fury of the 'women has Increased in a geometrical progression Indicated by tho following estimates of property de stroy ed: 1912 $ 40,001 1913 , 600,000 19H 4,000,000 Totnl .$4,610,000 Davison. Sho hurled herself among tho galloping horses In tho Dorb last year, caught tho bridle of tho king's horse, throw him, and was so badly trampled by tho cruel hoofs that sho died a few days lutcr. Some of tho followers wero aliena ted by tho growing violence of tho campaign methods. In October, 1912, Militancy, few seem to remombor, Iiqb been tile feature of but a small percentage of tho years of Mrs. Panic hurst's public career in tho causo of "ballots for women; and it has been the plan of attack of a much smaller per centage of tho years through which her family havo struggled to put wom en on a political equality with men. Her father and mother woro strong suffrago advocates and workers for many decadc3 boforo tho present cele brated loader was old enough to mount n stump. Other relatives of forgotten days alBo spurred Mrs. Pankhurst to her Ufo work. Sho married a London barriotcr, who was throughout his ca reer dovotod to tho women's causo. Only rqany years after his death did Mrs. Pankhurst and hor three daugh ters startle tho world with their appeal to forco. It was tho endless delays with which j tho Rdl-IIrIi cnvnrnmnnt mrt thnm. tlin i wIIh of constitutional BUbtlotics, tho trickery, tho broken promisee, tho be lief that thoy might loso even with a clear majority for them In tho houses of parliament, which fiuully caused ter a factory girl or remarkable char acter, wero arrested. In theso chiys of wholesale arrests, forcible feedings, ambulances, hatchets nnd firebrands, this statement does not sound startling, nut it shocked Eng land at tho time. Intelligent English men know tho Pnnkhurst family, their intelligence, refinement and ability. Tho brick seemed to tako effect. Mrs. Pankhurst then conceived hor militant plan. She resolvc'd to press hor advantage. Sho said once that she waB helped to her decision by tho ad vice of Sir Henry Campbell-Banner-man, premier before Asqulth: "You will never win by quiet means. You must pester nnd irritate." To perfect tho organization of hor militant forco, Mre. Pankhurst sought and obtained an lntervlow with Gen. llrnmwell Booth, commander of tho Salvation Army, and invited his advico on tho ordering of the great under taking. Tho general counseled Mrs. Pank hurst to adopt a plan of military or ganization on lines largely similar to that of tho army. At her request he wroto out such explanation of tho sys tem as seemed adapted to her needs and advised her that'as commanding jKW '- ,' f"' - Dark Parks and Bashful Moon, Lovers Spoon WASHINGTON. At times Hnrry will be found with his head In Minnie's lap, with Minnie smoothing his damp brow and fanning him. Again, Prank and Florence may ho more ardent, or tho night may bo cooler and ho will have his strong arm pressed pro- tectingly around her shoulders. In this arrangement Floilways rests her slightly tinted cheek on Frank's clean shirt Just bolow tho collar Frank then has a blush coming to him when tho boys ask him what happened to his shirt. Positions without number may bo assumed by theso spooning couples, somo even preferring to walk along tho shaded paths with their hands tightly clasped or their arms twined llko Ivy across each other's shoulders. A foitunate Investigator has reported thnt ho has discovered a couple, Sally, weighing nearly 210 and Archer, slzo, two and six-eighths, which Invariably assumes the position of Sally-on-the-lap-of-Archer. Taken as a whole this class of spooners is an interesting one for tho curiously inclined Wo havo them, and the police havo not rid us of them, so why not study them from a zoological or anthropological point of view? Specimens might even be secured and mounted. A new fad! Lot's start it. Oh yes, stranger, those wide, cool, open green squares and triangles known as tho parks of Washington aro inhabited. In broad daylight wo Bee nurses and tiny children enjoying tho protecting shade, but at night ah at night we do not see the denizens of the park, who aro enjoying tho protect ing darkness. How do wo know there is any one there? Wo fall over them. Can any ono venture Into Lafayette squaro or Franklin park or Lincoln park or any dark place provided with benches theso summor evenings with out feoling tho presence of these amorous mortals who clt closo together for coolness and utter such gentle foolishness as "Uzzy-wuzzy umpume-tweet-heart" for recreation? Thoy are there and thoy are there to spoon. Bo sure to "fall over thom" for tho results aro most amusing. It is hard to get a satisfying glimpse at some of them. Poor timid things, they fly far apart at the approach of a prowling squirrel and delude themselves Into hoping that no one could ever guess that he had actually gotten so far as to put his arm around her. Others aro moro experienced, or more self-absorbed, and enn bo approached with safety by the investigator if he is careful not to chuckle aloud. Mre, Pankhurst and a few cIiobcii fol lowers started interrupting meetings with questions, While heckling tho speakers ut such u public meeting In 1905 Chrietabal Punkhurst and Annie Keunoy, the lat- o nicer sho muBt insist that her general orders should bo implicitly oboyed. Thoso who failed to do so must leavo. With this Idea In mind Mrs. Pank hurst sent out u circular announcing that tho union would bo formed on military linos, that tho olllcers must bo obeyed nnd tho commanding ofllcor supremo. All who objected to such a form of government woro asked to withdraw. A number did withdraw, among thom Mrs. Despard and Lady Cook (Tonnosseo Ulallin). Tho Wom en's Social and Political union attempt ed nothing soldierly In costunio, though tho colors whlto, vlolot nnd i greou aro displayed In such a wny on i tho dress of ovory member that thoy havo almost attained the dignity of a uniform. For almost eight yonrs now tho Womun's Social and Political union has fought. It was some tlmo boforo tho women could bring themselves to do any groat damage. Letter boxes wero destroyed by the process of pouring vitriol into them or dropping lighted matches through tho openings. Golf greens woro attacked. Anuoy-; uncos of all sorts woro "practised. As tlmo went ou tho extent of tho outrages Increased. Larger and finer structures woro put to tho torch. Mrs. Pankhurst was arrested (about ten times In nil) and at each arrest tho vlndlctlvenesa of hor followers boenmo deoiKjr, Thoy had their medalB of honor, Hundreds who had been arrested and subjected to torture, perhaps deserved, In Jail woro proudly tho Insignia of their suffering on their breasts. Mrs. Emmellne Pankhurst. Mr. and Mrs. Pethick Lawrence, whoso wealth had been a great aid, left Mrs. Pankhurst. They parted friends and with perfect frankness on both sides. At this tlmo Mrs. Pankhurst said: "Wo havo been grossly betrayed by tho government, and that warrants militancy. It Is our only weapon. Alarmist rumors are afloat to tho ef fect that wo intend to make attacks upon human Ufo. To that wo glvo an absolute and uncompromising denial." But elx months later tho pig-headed methods of British officialdom had caused hor view to change. Follow ing her conviction In Old Bailey and hor sentence to threo years' penal ser vitude, Mrs. Pankhurst said (April 12, 1913): "Human Ufo la now In peril, for wo havo resolved no longer to re spect It, and trouble of all sorts must bo faced." In her speech to tho Judge and Jury, sho has furnished tho motto for hor niffrngottos. "I deliberately broko tho law, not hysterically, not emotionally, but for a set and serious purpose bo- causo 1 believe it Is tho only way." Is the only wny, now that tho de struction of $1,510,000 worth of prop erty has boon without effect, actual re bellion with firearms? If tho Ulsterites havo their way, with tho EngliBh government, by moans of volunteers, drilling and gun-running, tho women militants muy follow tho snmo course. Thoy quote freoly Sir Edward. Carson's hold admittance that his course of action 1b illegal. Tho Orangeman, they say, has substituted for tho brick hetwoon tho eye of tho transport worker and tho militant, the btco-jacketcd bullet which cuts short argument. Mrs. Pankhurst said re cently: "Tho women of England are In full revolt. Wo are In active rebellion. Wo aro In a Btato of revolution nnd war Is never agreeable. I expect to dlo for tho causo." Says Capital Policemen Always Have Manners ((fF COURSE, Pittsburgh may need a school of manners for her police J men as sho does for some of her millionaires. "Teach pollcomen to cut out the rough work with burglurs and thugs nnd al ways speak gently to second-otory workers." The major pondered tho Idea for a moment. Then ho branched off. "If wo Washington policemen," said he, "wero in tho habit of maltreat ing citizens, this town would be In a furore Inside of twenty-four hours. About every third person In Washington is a diplomatic attache or a public official. "Can you imagine what would happen in this city if tho police forco developed tho habit of clubbing military attaches and chiefs of government bureaus?" The Interviewer paBsed the buck. "You see," continued tho major, "policemen in Washington havo civility preached them boforo they get on the force. I believe that Washington policemen havo moro tact than the police of any other city in the country.
