The New Currency Law. The Federal reserve act as passed by Congress and signed by the president is generally acceptable to bunkers and business men. It practically changes the' whole banking system of the country, n"hd i. is expected to givo an elastic currency, prevent panics and bring groatcr prosperity. Tnn now avstom is tn lin rrnvnrnnd lv tho Federal Rcsorvo Board, consisting of tho Secretary of the Treosury, Comptroller of the Currency, and five others to be appointed by the President. No less than eight, nor more than twelve rogional banks aro to bo formed in diirorent parts of tho country. Theso will be banks for bunks; that is, the banks will deposit ruonoy in them as individuals deposit in ordinary banks, Of the 7500 nationul bnnks n great many have now made application for membership, and it is expected that nearly all will subscribe to ihu stock of the regional banks. State banks that can meet tho requirements of the National banking law may becomo members and derive tho benefits of tho law. Tho most importnnt part of the plan, tho part that is expocted to provent panics, is tho "re-discount" provision. When money becomes "tight" or Bcarce, the member banks can take paper that they hold, and that conioj under the requirements of the Fedora Reserve Board, and by turning the paper over to tho regional bank, can get CO per cent of its face value in new money. An important amendmont to this provision was made to include agricultural paper and notes based on live stock, as paper olligiblo to re-discount. The now circulation. Is to be guar anteed by'iloublo the amount of its issue in go6d' UuBlnog's paper, and by local banks, and also by tho United States. It is to bo pVotected by a gold resorve of 40 per cent. A recent issue of "Current Events" thus sums up tho effect of tho law: "A bank that has good assets will always bo able to got cash, no matter how tight tho money market may be. And wnen thcro is a shortage of cash in ono Bection of tho country, tho Fedoral Reserve Board can cause money and credit to bo transferred lrom tho reg ional banks in other sections to tho rational bank where tho shortage is. The whole idea is to make capital and credit (low where it is needed, and not pile up uselossly whore it is not needed. That has usually been the immediate cause of panics. At such time it was imposslblq for a bank to find cobIi to satisfy creditors, although its vaults hBl Ammm DscoMts might bo bursting with perfectly good bonds nndhotes. Theru never was a scarcity of property in this country; there was only a scarcity of ensh. Now if a member of the bank has good notes in its possession, it can always get cash on them no matter .how "panicky" the money market may be." Leslie Baskins Weds in the East. Word has been received hero an- nouncing too marriage of Attorney Leslie Baskins of this city to Miss Leah E. Jenkins of Milton. Pa. Tho wedding occurred Sunday at Sunbury, Pa. Thoy left immediately after the ceremony for a wedding trip to Phila delphia, New York City and other cities of the east and will return to tho homo of the bride's parents, Mr, and Mrs Wm. E. Jenkins, of Milton,' Pa., fore coming to this city whfere will make their home. Leslie Baskins is n son of Mr. bo- they and Mrs Charles W. Baskins who resido on west Eighth street and is well known here. IIo is a graduate of Bucknell university and from the law uopartment or tno Nebraska state uni versity. Ho was admittod to tho bar in this Btato last June and is remem bered here by the fight he mado against tho city government in regard to the water meters. Mrs. Baskins is a charming young lad and has n host of friends Unit wish her well. Sunday Schools Elect Officers. Tlio Lutheian Sunday school board mot Tuesday evening for their annual election of officers and elected the fol lowing; Superintendent, A. T. Yost; assistant, A. W. The annual meeting of tho Sunday School board of tho Methodist church was hold Wednesday evening at tho church. Reports of the various depart ments were heard and tho work was planned for the next year. Tho reports show an average regular attendance of 150, and a growirtr condition in all do. partments.
