DUTCH IN Language Problem Will Be Solved by Immigration. High Dutch Is the One Used In Writ ing by Preachers and Parliamen tarians But Has No Popular ity With the People. London. The Boars have always boon one of tho most conservative of people. Good colonists, they bullied and enslaved the natives with ruth less harshness, and then at the ap proach of the British rather than mix with them thoy sullenly trekked back ward Into the hinterland. It is this dourness which, now that the two nations are Inevitably and un deniably joint proprietors of tho coun try, in alliance with the flash and parish patriotism of the Hertzog school, stands strongly agalnBt the supremacy of tho English languago in British South Africa. Botha is a far seeing and a tolerant .man. Whllo ho speaks Dutch In par liament and in elections, ho can and does speak fluently In tho English tongue, and Is nover averse to carry on a conversation through that mo ''drum. Hertzog, on the contrary, never loses an opportunity to stir up en thusiasm for the Dutch tonguo. All official documents, likewise all menu cards and programs, aro printed in both languages. But tho general In finitely prefers a document written In bad Dutch than one penned In per fect English. , It Is among the "back veldters," or tho old farming classes of tho plains, that tho Dutch language holds chief sway, and it is there that Hertzog Is most in favor. In tho big towns Eng lish has a clear preponderance, and Britishers In Johannesburg would re pudiate with scorn the suggestion that tho Dutch languago was advancing toward supremacy. While It has to be noted that tho Dutch spoken among tho lower classes la not tho written language, tho language of church and state, but what Is called "Natal," a sort of corruption, it must bo remem bered as n significant fact that while tho top dressing of socloty adheres proudly to tho English language, tho backbone is every whit as enthusias tic, and in more dogged fashion, for tho Dutch. High Dutch Is the written language, tho preacher's languago, tho parlia mentary languago, but It has no popu larity whatsoever among tho people. In school British children aro now being taught a serviceable mixture of high and low. One generation may speak one tonguo, tho next both and the next again will be able to con verse only In one. You will meet among tho govern ment officials a Mr. MacCallum, ofivi; ously of Scottish descent, and even suggesting It in his physiognomy, who will convorso pleasantly with you In Dutch, but soon become corifused and fuddled if you greet him In English. Then, again thero is tfio phenomenon of Mr. Davles, say, who will speak Dutch to a Boer even although ho is perfectly well aware that tho Boer would speak English. This may be complimentary to tho EngNsh tonguo, ""but It is scarcely likely to prove so serviceable to It aa Ocnoral Hartzog's fervid admiration JEor Dutch does to that ongue. The Saxons wero thor oughly conquered and ground down. Tho Boers aro certainly not; for their Robin Hood kept up national senti ment and nurses covert distrust and hato not under tho greenwood tree, but under the rooftree of government, and their Herowards lurked tu no fens, but came and went about the veldts teaching an empire many lessons. The Saxons, It is true, wero in n great ma jority, but opposite those pensions paid to the Boers oven injured in the war wo must wrlto tho harrying of Yorkshire. Norman-French at once beenmo the languago of church nnd state; Eng lish, we may say, is neither today in South Africa. Again we seo tho back bone of society, "loyal to the voice of tho land," and tho brilliant top dress ing proudly maintaining tho tongue of their fathers. But; then, in those feudal days of no board schools, and with as blg a gulf botween conqueror and conquered almost as between white man and Kaffir, there could bo little question of an advanced coales cence or of the .blllnguallsm so appar ent today in the educated strata of South African society. Put over tho heat, and as tho water be comes hot, tho Julco will gradually ho extracted. Let it cook until no moro juice can bo squeezed out. Meaauro the Julco and add equal measures of sugar. Plnco In a well greased pan and pour ovor tho following sauco: Mix a table spoonful of flour with a cup of sugar, add a cup of boiling water, a table spoonful of butter and a grating ot nutmeg; stir until It thickens, then pour over tho dumplings. Bako In a hot oven. Serve with cream nnd sugar. Banana Omelet. Put two tnblo spoonfuls of sugar 1po nn omelet pan, Bhako it about so that It covers tho cntlro bottom. Cut a banana In slices and lay on tho sugar, heat gently to melt tho sugar nnd fry tho banana. Ono pint of sifted corn meal, ono pint of thick buttermilk, two eggs, two tea spoonfuls of melted lard, ono tea spoonful of salt, ono of soda. Mix all together and boat well before adding tho soda; then add tho soda dissolved In a tablespoonful of hot water. Stir woll nnd pour into n"hot buttered bak ing pan. Silver Cake. This may bo ono we will enjoy reading ovor; but not many will feol they can afford to mako it: Tako a pound of sifted flour and ndd it a littlo at a tlmo to three-fourths of a pound of creamed butter; add a pound of sugar to tho whltos of six teen well beaten whltos, then add to tho buttor and flour, four teaspoon fula of baking powdor Is added to tho flour. Stir with tho hand until all aro woll mixed. Add n tcaspoonful each of lomon and vanilla or any flavor do sired. Bake In a paper lined pan in a slow oven until well baked. Ice with boiled frosting. This Is a rich cake, but la most delicious and may bo used on company occasions when something especially nlco la desired. Cream a cupful of butter, add two cups of sugar and six well beaten eggs, two and n half cups of flour, a cup ot milk, a teaspoon of vanilla and threo tea spoonfuls of baking powdor. Doat well and bako In throe layers. Filling. Uoll two cupfuls of sugar until It threads; pour ovor tho woll beaten whites of threo eggs. Beat well aud add half a cup of citron shredded flno, half a cup of finely shredded Ilgs, ono cup of chopped rnlB lns, ono pound of blanched almonds chopped. Spread betweon tho lnyora and on tho top of the cako. Spanish Bernado. Wash, skin and cut Into small pieces two pounds ot basB; havo ready flvo potatoes peeled and sliced, two onions sliced, half a can of tomatoes nnd a quarter of a cup of catsup.
